总台军事观察员魏东旭介绍，警报就是命令，甚至有时警报就是战情，飞行员一定是处于高度待命状态。空军部队尤其是执行警戒值班任务部队，往往是在一线，情况很复杂。有的时候相关的空域可能就会出现身份不明的飞行物，可能是空中间谍，也可能是空中的挑衅者等，这样有时就要求战斗机带弹紧急起飞，对可能出现的突发情况进行识别查证，采取有效应对方案，所以飞行员都是处于高度待命的状态，装备也是处于战备状态。
航空燃油的加注，相关弹药的准备，都是已经做好提前量。所以它不是一个人一架战斗机的快速反应，而是一个团队、一个体系处于高度运转的状态。
