【环球时报报道 记者 郭媛丹】The Australian government announced on the 15th that it plans to increase the proportion of defense spending to GDP from the current 2% to 3% by 2033, in response to what it describes as the "most complex and threatening" situation since World War II. Experts interviewed by the Global Times on the 16th indicated that Australia is clearly using this "exaggerated threat rhetoric" as an excuse to justify its massive spending on military expansion and preparation.

According to Reuters, the Australian government stated that this plan will be realized through an additional expenditure of 14 billion Australian dollars (approximately 4,892 RMB for 1,000 AUD) over four years, and a cumulative increase of 53 billion Australian dollars over the next ten years.

The report noted that in light of escalating global geopolitical tensions and the power struggle between China and the United States in the Indo-Pacific region, Australia has been actively working to enhance its defense capabilities.

Australian Defense Minister Marles stated, "Since the end of World War II, the strategic environment faced by Australia has never been as complex and threatening as it is now. The international norms that previously constrained the use of force and military coercion are continuously being eroded." He added, "As a result, we are witnessing the largest increase in defense spending during peacetime in Australia's history."

In an interview with Australian media on the 14th, Marles mentioned that given the extensive use of low-cost drones in the Ukraine crisis and the US-Israel-Iran conflict, Australia will increase its investment in drone-related capabilities, with an additional allocation of up to 5 billion Australian dollars. He also stated that considering Australia's vast coastline and relatively small population, the defense system needs to establish comprehensive drone capabilities. Over the next ten years, Australia will invest between 12 billion and 15 billion Australian dollars to develop autonomous weapon systems.

In response, military expert Zhang Junsha told the Global Times on the 16th that Australia's decision to significantly increase military spending is influenced by two main factors. First, the primary goal is to align with the United States' "Indo-Pacific strategy" in response to related demands from the US for its allies. Second, Australia aims to enhance its operational capabilities and regional influence as a "middle power." "For Australia itself, it is far from the Eurasian continent and has the ocean as a natural barrier, so it does not face direct threats. If it were not for the need to actively cooperate with the United States, it would not be facing the so-called 'most severe security challenges since World War II.' This exaggerated threat rhetoric is clearly an excuse for its massive spending on military expansion and preparation," Zhang Junsha analyzed.

In June 2025, the US Secretary of Defense stated that Australia should increase its defense spending to 3.5% of GDP. AFP previously reported that if Australia raises its defense spending target from 2% to 3.5%, it would incur an additional annual expenditure of about 40 billion Australian dollars, roughly equivalent to the Australian government's annual spending on elderly care.

"Under the pressure and coercion of the United States, allies including Australia and Japan are forced to significantly increase the proportion of defense spending to GDP, which is a move against the historical trend, inciting tensions, and is detrimental to peace and stability in the region and the world, only exacerbating global geopolitical tensions," Zhang Junsha further analyzed. He noted that Australia's intention to use the US-China competition as an excuse indicates that Australia's military strategic thinking remains entrenched in a Cold War mindset.

Zhang Junsha also stated that while Australia mentions that "the international norms that previously constrained the use of force and military coercion are continuously being eroded," it is evident that the party undermining these norms is its allies, not China.

摘要
