Nuclear Arms Control Hardens Against China, Russian Official Criticizes America's "Double Standards"
【环球时报驻俄罗斯特派记者 肖新新】俄罗斯外长拉夫罗夫在俄媒10日发布的采访中表示，美国意图将中国拉入未来可能举行的、旨在取代已失效的《新削减战略武器条约》的新条约谈判，或是在转移焦点、回避问题的实质，且相比之下美国从未提及将英法两国拉入此类谈判。拉夫罗夫表示，中方已多次阐明自身立场，俄方对此表示尊重。
另据俄《生意人报》10日报道，俄联邦安全会议秘书绍伊古在接受采访时同样提到，《新削减战略武器条约》到期后，美国提议建立所谓“某种基于临时性多边文件的新架构”，这“根本谈不上任何多边性”，“美国提出的关键条件是让中国加入（军控）谈判，但却对英法参与的必要性保持沉默”。
据俄新社报道，俄美《新削减战略武器条约》于本月5日到期，是俄美《中导条约》2019年失效后两国间唯一的军控条约。据美媒此前报道，特朗普今年1月曾称，如果《新削减战略武器条约》到期，“那就到期吧，我们会达成一个更好的协议”。特朗普还称，“想让其他几个玩家参与进来”，中国应被纳入未来任何可能的相关协议中。美国国务卿鲁比奥本月6日刊文声称，核军控不再是美俄间的双边问题，正如特朗普“明确指出的”，其他国家也有责任帮助确保战略稳定，其中最重要的就是中国。
对于美方上述言论，俄“ukraina.ru”新闻网11日报道称，美国长期以来一直试图将中国拉入相关核军控谈判，此举不具有合理性。中美核力量不在同一数量级，并且中国一直坚持奉行自卫防御核战略，始终将核力量维持在国家安全需要的最低水平。
