The United States Air Force has unveiled plans to more than double its F-15EX Eagle II procurement target from 129 to 267 aircraft, a dramatic reversal that signals a fundamental reassessment of how the service intends to structure its fighter fleet for both homeland defense and Pacific theater operations over the next decade. The revised target, revealed as part of the Pentagon's historic $1.5 trillion fiscal year 2027 budget request published in early April, calls for 24 additional Eagle IIs next year alone at a cost of roughly $3 billion.

The decision represents one of the most significant force structure adjustments in recent Air Force history and reflects the growing recognition that fourth-generation platforms still have a critical role to play alongside fifth- and sixth-generation fighters. An Air Force spokesperson confirmed that the expanded F-15EX buy would "complete building existing F-15EX units and then begin to recapitalize the aging F-15E fleet," which has been strained by sustained combat operations. The service envisions a future fighter force comprising a mix of fourth-generation F-16s and F-15s, fifth-generation F-35As and F-22s, the forthcoming F-47 sixth-generation platform, and uncrewed Collaborative Combat Aircraft that will provide additive combat capabilities at lower cost.

What makes the F-15EX particularly attractive to Air Force planners is its extraordinary weapons capacity. The aircraft can carry up to 12 air-to-air missiles, more than any current U.S. fighter, along with larger external standoff munitions that cannot be accommodated in the internal bays of stealth aircraft. This payload advantage has direct implications for two critical mission sets: homeland cruise missile defense against increasingly sophisticated Russian and Chinese cruise missile threats, and long-range Pacific strike profiles where standoff range and magazine depth matter more than radar-evading stealth.

Speaking to reporters at an April 21 Pentagon briefing, an Air Force official emphasized the "fundamental differences" between what the service needs from the F-15EX versus advanced fifth- and sixth-generation fighters, specifically citing the jet's weapons-rail capacity and "its role in the Pacific theater." The non-stealth design deliberately keeps the F-15EX out of contested penetration missions reserved for the F-35A and the Boeing F-47 still in development, positioning it instead as a missile truck and standoff weapons platform that operates behind the stealth fighter screen.

The urgency behind the fleet expansion has been underscored by recent combat losses. The roughly 215-aircraft F-15E Strike Eagle fleet has absorbed significant attrition during Operation Epic Fury, the ongoing U.S. military campaign involving Iran. Four F-15Es have been lost: three to friendly fire from Kuwaiti forces on March 2 in one of the most significant fratricide incidents in recent memory, and a fourth shot down over southern Iran by a shoulder-fired missile on April 3. The Air Force had already proposed retiring 20 older-engine F-15Es in FY27, and Strike Eagle squadrons have been rotating continuously through Central Command throughout the operation.

The F-15EX expansion does not exist in isolation. It is part of a broader Pentagon effort to accelerate directed energy weapons development under the Trump administration's "Golden Dome for America" homeland missile defense initiative. At an April 15 House Armed Services Subcommittee on Strategic Forces hearing, Missile Defense Agency director Air Force Lt. Gen. Heath Collins stated the agency was "all in" on integrating directed energy weapons onto unmanned platforms for domestic air defense against hostile missiles and drones. Collins specifically noted that the MDA was "putting more attention into bringing potentially game-changing directed energy capabilities to bear in an unmanned platform," with an airborne system designed to "thin the herd" on incoming aerial threats at the edge of the battlespace.

The convergence of these programs—expanded F-15EX procurement, accelerated directed energy development, and the broader Golden Dome architecture—reveals a Pentagon that is simultaneously investing in proven kinetic platforms while betting heavily on next-generation technologies. The F-15EX, with its open mission systems architecture and significant power and cooling margins, could eventually serve as a platform for directed energy weapons itself, though current plans focus on unmanned airborne systems for that role.

At current procurement rates of roughly two dozen aircraft per year, reaching the 267-aircraft target would extend into the mid-2030s, making the F-15EX a pillar of U.S. tactical air power for a generation. Congress, which has repeatedly blocked F-15E retirements and approved F-15EX funding in recent budget cycles, will have the final say on the expanded target. The $3 billion annual price tag for the expanded buy will compete with other priorities in what is already the largest defense budget request in American history.

The strategic implications for the Indo-Pacific are clear. In any contingency involving Taiwan or the broader Western Pacific, the ability to launch large salvos of long-range standoff weapons from outside contested airspace could prove decisive. The F-15EX, operating from bases in Guam, Japan, or Australia, would provide the kind of magazine depth that stealth fighters simply cannot match, while the F-35A and F-47 handle the dangerous work of penetrating Chinese air defenses. This complementary force structure represents a mature assessment of the trade-offs between stealth and payload that will define U.S. air power strategy for decades to come.
