Type 052 Luhu was developed as a multirole guided-missile destroyer during a major PLAN modernization phase.
Type 052 Luhu was one of China's first destroyers built to more modern standards, with significant foreign-origin systems and a sharper multirole design than the older Luda fleet. The two ships, Harbin and Qingdao, helped the PLAN move from coastal destroyers toward more capable long-distance operations.

The design combined gas turbines or mixed propulsion, Western and Chinese electronics, anti-ship missiles, air-defense missiles, guns, ASW weapons and helicopter support. It was not comparable to later Aegis-like destroyers, but it gave China experience integrating modern sensors, machinery and combat systems on a destroyer hull.
Type 052 Luhu helped China expand routine naval presence, escort capacity or amphibious options.
Luhu ships performed diplomacy, training and blue-water presence missions, including long-distance deployments that were symbolically important for the PLAN. Their main significance is developmental: they trained crews and designers for the more sophisticated Luyang and Luyang II/III generations.
