The AGM-119 Penguin is a compact, lightweight anti-ship missile developed by Norway in the 1970s, designed for use by ships, aircraft, and helicopters. With a range of about 25 miles, it features infrared homing, a sea-skimming flight profile, and evasive maneuvers, making it effective for coastal defense against enemy ships and anti-ship missiles, and has been operated by several navies, including Norway and Denmark.

Norwegian coastal anti-ship missile

Penguin/AGM-119 gave Norway and U.S. naval helicopters a compact anti-ship weapon.

Penguin was developed by Norway's Kongsberg as a compact anti-ship missile for naval and coastal defence needs. Its U.S. designation, AGM-119, came from integration with American platforms such as the SH-60B Seahawk. The missile is important because it gave small ships and helicopters a credible way to attack surface combatants from standoff distance.

Passive infrared seeker for littoral attack

A passive infrared seeker and compact size made Penguin useful in coastal waters.

Unlike many radar-guided anti-ship missiles, Penguin uses passive infrared terminal homing, reducing warning for the target and improving usefulness in cluttered littoral waters. Its compact size allows carriage by helicopters, fast attack craft, and some aircraft. The missile's design suits short-to-medium-range attacks where target identification and sea-skimming approach matter more than extreme range.

Helicopter and patrol craft service

Penguin's export and U.S. service helped establish Norway's anti-ship missile pedigree.

Penguin served with Norway and several export users, and U.S. Navy adoption increased its visibility as a helicopter-launched anti-surface weapon. It also helped establish Kongsberg's credibility in anti-ship missile development before later systems such as the Naval Strike Missile. Its service shows how a smaller missile can fill a useful maritime niche.
