Research Notes

Successor to Gun-Only SPAAGs

Tunguska was developed to defeat aircraft and helicopters beyond the reach of older ZSU-23-4 guns.

The 2K22 Tunguska was created after Soviet planners concluded that gun-only short-range air defense was no longer enough against attack helicopters and fast aircraft. It replaced the ZSU-23-4 concept with a combined gun and missile system able to engage targets at different ranges. The result was a highly mobile air-defense vehicle intended to accompany maneuver forces.

Gun and Missile Combination

Twin 30 mm cannon and 9M311 missiles gave Tunguska layered short-range coverage.

Tunguska mounted high-rate 30 mm cannon, surface-to-air missiles, search radar, tracking radar, and electro-optical equipment on a tracked chassis. The guns covered close and fleeting targets, while missiles extended reach against helicopters and aircraft. This integrated arrangement reduced the gap between missile minimum ranges and gun maximum ranges in front-line air defense.

Template for Later SHORAD Systems

The design influenced later Russian systems that also combine sensors, missiles, and guns.

Tunguska entered Soviet and later Russian service as a battalion- or regimental-level air-defense asset and was exported to several operators. Its concept anticipated later systems such as Pantsir, which also pair missiles and rapid-fire guns. The system's importance lies in how it adapted Soviet mobile air defense to the helicopter and precision-strike threat of the late Cold War.
