Moscow Peace Treaty
The Moscow Peace Treaty, signed on March 12, 1940, ended the Winter War between Finland and the Soviet Union after 105 days of fierce fighting, and it did so on Soviet terms. Finland was forced to cede 11% of its territory, including the entire Karelian Isthmus, the city of Viipuri, and parts of Finnish Karelia, and to lease the Hanko Peninsula to the Soviets for 30 years as a naval base. The harsh terms displaced 400,000 Karelian Finns who chose to relocate rather than live under Soviet rule.
Finland survived as an independent state with its democratic government intact, a remarkable outcome given Stalin's initial plans for total occupation, but the territorial losses were devastating. For the USSR the settlement looked like a pyrrhic victory, bought with enormous casualties and international embarrassment in exchange for relatively little strategic advantage.
