It was negotiated in Sun City, South Africa, under South African President Thabo Mbeki's mediation, and its key signatories included DRC President Joseph Kabila and leaders of various rebel groups backed by Rwanda, Uganda, and other neighbors. The deal established a transitional government with Kabila as president and four vice-presidents representing different factions, called for the withdrawal of foreign forces, integration of rebel armies into national forces, and democratic elections, and created the world's largest UN peacekeeping mission (MONUC) to oversee implementation.

While it officially ended the war that had torn apart central Africa since 1998, sporadic violence continued in eastern DRC and the region remained unstable for years.
