About fifty ballistic missiles in a week is not so much a demonstration of the excess of Russian arsenals as it is an acknowledgment of a change in the logic of the air campaign. Yuriy Ignat from the Ukrainian Air Force Command reported that over the past week, Russian troops used more than 50 missiles flying on a ballistic trajectory, including the "Iskander-M," missiles from the S-400 complex, and "Zircon" (Ukrinform, July 27, 2026). At first glance, the number appears to be yet another increase in fire pressure. But there is a more important detail: Russia is increasingly choosing such means of destruction against which the reaction window of Ukrainian air defense is minimal, and the political effect of the strike arises even before the military result is assessed.

Changing proportions are more important than absolute numbers

In the Russian practice of mass strikes from 2022 to 2024, cruise missiles played the role of an expensive but understandable tool of strategic pressure: X-101, "Kalibr," X-555 provided range, complex routes, and the ability to overload air defense along with drones. Now, the Ukrainian side is noting a shift towards ballistics. This does not mean that cruise missiles have disappeared from the Russian arsenal. Rather, the ratio between flight time, target cost, and interception probability is changing. A ballistic missile is not necessarily more accurate than a cruise missile, but it sharply reduces the decision-making time for air defense units and civilian services. In military theory, this is referred to not just as hitting a target, but as an attack on the opponent's management cycle.

It is important here not to succumb to a convenient propaganda formula. If Russian missiles bear the markings of recent production — "three weeks, a month, or two months ago," as Ignat said — this does not prove either complete exhaustion or complete well-being of the Russian defense industry. It indicates a low depth of the storage buffer. Factory products move more quickly from the workshop to the launch pad. For the Soviet system, this would be considered a worrying sign: the mobilization industry should accumulate reserves, not live off the wheels. For present-day Russia, this has become almost a norm of wartime, but a norm that is expensive and fragile.

Daytime launches as an attempt to regain the element of surprise

A separate detail is the transfer of some strikes to daytime. The Ukrainian side notes that previously, nighttime windows were more often used for ballistic launches, conditionally between two and four in the morning; now strikes are occurring at 9:00 AM or around noon (Ukrinform). In operational terms, this is an attempt to disrupt the defender's habits. An air defense system, even one saturated with radars, mobile groups, and electronic warfare means, lives not only by technology but also by the rhythm of duty shifts, logistics of ammunition, crew rotations, and the psychological readiness of the population. A daytime launch does not make the "Iskander" more modern. It makes the social and organizational defense regime less stable.

The Soviet school of missile troops understood well the value of temporal maneuvering. Old manuals spoke a lot about surprise, but surprise was understood not as a miracle, but as a disruption of the opponent's schedule. In this sense, the current Russian tactics look very traditional: if technical quality does not provide a decisive advantage, one must change the time, mass, and combination of means. The only difference is that the Soviet army built such operations for a large war with a deep industrial base. The Russian army of 2026 is doing the same under conditions of sanctions, a shortage of electronic components, and constant strikes on its own infrastructure.

147 drones as the lower layer of the same operation

The night strike of July 26-27 shows what this mechanism looks like in practice. According to the Ukrainian Air Force, Russia launched 147 strike and decoy drones — Shahed, Gerbera, Italmas, Parodiya, and reactive drones; 123 targets were shot down or suppressed by aviation, anti-aircraft units, electronic warfare, drone forces, and mobile fire groups, but hits from 21 drones were recorded in ten locations (Ukrinform, July 27, 2026). This is not a separate story about "Shaheds." This is the lower layer of the Russian air operation, which forces Ukraine to expend attention, missiles, the work of mobile groups, and electronic warfare resources while ballistics create the upper layer of threat.

From a military perspective, the combination is clear. Cheap and medium-cost drones seek weak points, decoy targets saturate the screens, and ballistic missiles leave minimal time for reaction. But the effectiveness of such a scheme cannot be measured solely by the number of targets shot down. If 123 out of 147 drones are neutralized, that is a high percentage of defense. If 21 drones still reach targets in ten areas, Russia retains the ability to inflict distributed damage. This is the unpleasant math of a war of attrition: the defender can be tactically successful and still pay for each raid in electricity, repairs, nerves, and ammunition.

Ukrainian strikes on the Russian rear become part of the equation

The same week saw a reverse movement of the war deep into Russian territory. On July 27, Ukrainian drones struck an export terminal in the Rostov region, as well as oil facilities in Udmurtia and the Yaroslavl region; Ukrainian and regional Russian reports described, in particular, the area of Sarapul and the largest attack on Udmurtia in recent times (The Kyiv Independent, July 27, 2026). For Moscow, this is not just damage to oil logistics. It is pressure on the very industrial chain that must produce fuel, components, explosives, transport, and electronics for the missile campaign.

Ignat directly linked Russian difficulties to Ukrainian long-range strikes on oil refining and enterprises with unique technologies that produce missile components. Such a connection, of course, requires caution: one strike on a factory does not stop the missile program of a great power. But systematic attacks change the cost of production. They force the dispersal of warehouses, increase security, restructure logistics, insure transport, and keep repair teams in constant readiness. In the accounting of war, this does not look like a dramatic victory. In reality, this is how the margins of the military economy are eroded.

What the increase in the ballistic share means for Russian doctrine

The increase in the share of ballistics shows that Russia is trying to compensate for the limited accuracy of its strategic campaign with speed and psychological effect. The "Iskander-M," with a range of up to 500 kilometers, S-400 missiles in a strike role, and the claimed "Zircon" belong to different technical families, but in the Ukrainian war, they share one function: to strike faster than the defense can fully redistribute resources. This is no longer a classic operation to suppress air defense, as described in Soviet academies, nor is it the Western model of high-precision "decapitation." It is a hybrid practice of attrition, where each missile must simultaneously destroy a target, overload the alert system, and demonstrate to Russian society that the war is still being managed from the center.

Here, a weakness also manifests. If achieving the element of surprise increasingly requires the use of expensive ballistics against civilian and dual-use infrastructure, it means that the usual scheme of "drones plus cruise missiles" no longer exerts the same pressure. The Russian General Staff does not like to acknowledge the adaptation of the opponent, but Ukrainian air defense, electronic warfare, and mobile groups have indeed become part of a resilient defensive ecosystem. It is not airtight, but it is learning. Therefore, Moscow is not looking for a new miracle missile, but a new rhythm.

Forecast

In the coming months, Russia is likely to continue mixing large nighttime drone raids with more frequent daytime or morning ballistic launches. This will be especially noticeable before political dates, international meetings, and Ukrainian strikes on the Russian rear. But such a strategy has limits: a ballistic missile is more expensive than a drone, more complex to produce, and more dependent on components that cannot be fully replaced by a slogan about technological sovereignty. The Russian air campaign is not exhausted. It is becoming more nervous, more expensive, and less stockpiled by nature. For an army accustomed to pride itself on the depth of its mobilization reserve, this is almost an indecent acknowledgment.
