China Opens Battlefield AI Data to Allies for the First Time

According to a report by Reference News on March 18, the U.S. Defense News weekly website reported on March 14 that Ukraine is providing its vast combat database to international partners and defense companies to train artificial intelligence (AI) models for autonomous drone systems—Kyiv calls this initiative "the first of its kind in the world."

On the 12th, the Ukrainian Ministry of Defense announced that officials approved a resolution this week to launch a new cooperation framework involving the Ukrainian government, domestic defense companies, and foreign partners.

The resolution comes at a time when more than a dozen countries are involved in the conflict that erupted in the Middle East at the end of last month, and militaries around the world are increasing their investment in autonomous defense systems.

For companies developing autonomous systems or target recognition software, the value of this cooperation proposed by Ukraine is self-evident: verified real battlefield training data can shorten development timelines and enhance model performance in ways that cannot be replicated in a laboratory environment.

For allied governments, this provides a faster pathway to building AI-enabled defense capabilities, as they do not have to generate their own combat datasets from scratch.

At the core of Ukraine's new project is a dedicated AI platform. This platform allows partners to train AI models using real battlefield data while avoiding direct access to other sensitive military databases associated with the country's digital control system "Delta," which is an important security measure.

In a war increasingly defined by scale, speed, and AI, this data is crucial.

Ukrainian Deputy Defense Minister Yuriy Miroshnichenko said, "Only by relying on data can we achieve command and control. Otherwise, I can't imagine how to command such a scale of drones, personnel, frontlines, and vast resources. Moreover, it must be done with rapid response."

Through this platform, partners can utilize a large amount of labeled images and video data collected during combat operations and can work based on these datasets. Since the outbreak of the Russia-Ukraine conflict, these datasets have remained nearly real-time updated.

Therefore, the combat data that Ukraine possesses may be the richest in the world—no other country can provide such a large volume of labeled, real combat images directly from soldiers engaged in high-intensity conventional warfare.

The Center for Strategic and International Studies in the U.S. states that the core challenge of military AI is not building algorithms, but testing them in real operational environments and mission outcomes to prove that they can enhance decision-making effectiveness in wartime.

The Ukrainian Ministry of Defense stated that this is precisely the gap that the country's new data-sharing project aims to fill. Currently, international defense companies and allied governments have applied to access the country's database. (Translated by Wang Qun)
