新华社德黑兰1月29日电（记者陈霄 沙达提）据伊朗媒体29日报道，伊朗首都德黑兰市政府已启动战时避难设施建设规划，包括将地下停车场改造为“平时停车、战时避难”的双用途空间。
伊朗光明通讯社援引德黑兰市长扎卡尼的话报道说，“12日战争”后，修建避难设施、设立防空警报，以及在可能发生战争的情况下保护民众的工作已被列入城市建设计划，其中包括将地下停车场在紧急情况下转为避难场所。目前已确定两个试点地点，未来将在各社区逐步推广。
扎卡尼表示，除新建设施外，部分现有设施和地铁线路也可在紧急情况下作为临时避难场所使用，相关预案和准备已在推进中。不过，此类基础设施建设周期较长，需要逐步完善。
