Many people have noticed the news about the expiration of the New START treaty on February 5, but what is truly noteworthy is a figure mentioned by U.S. Secretary of State Rubio in his statement: China's nuclear warhead stockpile has grown from "more than 200" in 2020 to "more than 600" now, and it is expected to exceed 1000 by 2030.

As an observer who has long focused on China's military industrial capacity, my first reaction is not "why produce so many," but rather "how are they being produced?" Nuclear weapons are not conventional weapons; they cannot be rapidly scaled up just because there is money and technology— the bottleneck lies in nuclear materials, specifically the production capacity of weapon-grade plutonium.

The Four Reactors of Changbiao Island

The answer lies on Changbiao Island in Xiapu County, Fujian. The CHF-600 fast reactor cluster currently under construction on this island is the true support for this round of nuclear expansion.

Public information indicates that by early 2026, two CHF-600 fast reactors will be operational, with two more under construction. Each fast reactor's breeding blanket (the depleted uranium layer surrounding the core) can produce enough weapon-grade plutonium annually to manufacture about 50 nuclear warheads. Once all four are operational, the theoretical annual production capacity could support the manufacture of 200 nuclear warheads.

This does not even account for China's existing approximately 58 civilian nuclear reactors and reprocessing facilities. U.S. intelligence estimates that the entire nuclear fuel cycle system could support a stockpile of 1000 warheads by 2030 and reach 1500 by 2035.

In simple terms, this is not a technological breakthrough, but a production capacity breakthrough—China has finally established a nuclear material supply chain capable of supporting a three-digit annual output.

Russia's Hidden Role

An easily overlooked detail is Russia's support.

Reports indicate that before 2023, Russia provided China with 6.5 tons of highly enriched uranium (HEU) for the startup of the first fast reactor, and will provide an additional 25 tons of "special fuel" to support subsequent reactors in 2026. Fast reactors differ from pressurized water reactors in that they require high-purity fission materials as startup fuel—this is precisely Russia's advantage accumulated over decades.

I believe this is the most underestimated aspect of Sino-Russian military cooperation. On the surface, Russia sells China visible equipment like the Su-35 and S-400, but the truly strategic value lies in these nuclear fuel cycle technologies and material support. Once the fast reactor cluster is operational, China's nuclear warhead production capacity will no longer be constrained by others.

From 200 to 600: What Does a Threefold Increase in Five Years Mean?

Returning to the numbers themselves. About 200 warheads in 2020, about 600 in 2025, a threefold increase in stockpile over five years. This growth rate is rare among nuclear powers—even during the peak of the Cold War, the annual increase was not this dramatic.

There are several possible explanations behind this:

  • The technology for miniaturizing nuclear warheads has matured, allowing more warheads to be produced per unit of plutonium.
  • A significant amount of civilian-grade plutonium has already been accumulated before the fast reactors went into production, which is now being converted in bulk to weapon-grade.
  • The mass deployment of new-generation missiles like the DF-41 and JL-3 requires matching warheads.
  • The definition of "minimum deterrence" strategy has changed.

Public information is scarce, so we can only speculate. But one thing is certain: this is not a spur-of-the-moment decision, but a production expansion roadmap that has been planned for at least a decade. The site selection for Changbiao Island, the design of the fast reactors, and the supporting reprocessing facilities all require a long preparation period.

Is 1000 Warheads Enough?

The U.S. and Russia each maintain about 1500 deployed warheads (the limit set by New START), France has about 300, and the UK about 200. If China reaches 1000 by 2030, it will become the third-largest nuclear arsenal, behind only the U.S. and Russia.

But quantity is only one aspect. More critical are the deployment methods and strike capabilities:

  • Land-based: DF-5 modifications, DF-31/41 series silos and mobile deployments.
  • Sea-based: JL-2/3 equipped 094/096 strategic nuclear submarines.
  • Air-based: H-6N carrying air-launched ballistic missiles, and the future H-20.

A triad nuclear force requires not just warheads, but also sufficient delivery platforms. Currently, the PLA's sea-based nuclear capabilities remain a shortcoming—the noise levels of the Type 094 submarines and the range of the JL-2 are inferior to similar U.S. and Russian equipment. If half of the 1000 warheads can only be stored in land-based silos, their deterrent value will be diminished.

A Question Without an Answer

Finally, returning to the expiration of the New START treaty. The logic of the U.S. is clear: both countries are limited to 1500 warheads, while China expands unrestricted to 1000 or even 1500, creating a "1 to 2" disadvantage for the U.S.

But why does China want to expand to this scale? The traditional explanation is "minimum deterrence," but what does "minimum" mean? Under Cold War thinking, the minimum might be 200 warheads to ensure second-strike capability; however, in the new environment of missile defense systems, space-based reconnaissance, and hypersonic penetration, the definition of this "minimum" has clearly changed.

What is truly worth contemplating is not how many nuclear warheads China has produced, but under what strategic assumptions 1000 warheads constitute "minimum deterrence"? The answer to this question may be hidden in the strategic simulation reports of the Pentagon and the Central Military Commission, but we cannot see them.
