新华社柏林1月8日电(记者张毅荣 李超)德国总理默茨8日表示,欧洲拟组建“多国部队”在俄乌停火后进驻乌克兰,如果没有俄罗斯同意是行不通的。

默茨当天在德国南部巴伐利亚州出席基督教社会联盟(基社盟)一场闭门会议,在会后接受记者采访时表示,德国、法国、英国领导人去年12月商定,与乌克兰就驻军事宜签署一份谅解备忘录,但这涉及俄乌停火协议达成后的对乌安全保障。

默茨强调,首先要达成俄乌停火,然后为乌克兰提供安全保障,与俄罗斯达成长期协议,这一顺序必须遵循。而上述一切如果没有俄罗斯同意是行不通的。

默茨说,没有欧盟成员国或其他国家认为,“我们现在就应该进入乌克兰干预正在进行的冲突”,“在此背景下,我们仅讨论如何通过军事手段保障和平与停火协议的执行,以及哪些国家可以为此作出何种贡献”,而这些讨论处在初步阶段。

默茨说,德国准备通过联邦国防军参与对乌安全保障,但这需要联邦政府作出决议,还需要获得联邦议院授权,“我们离那一步还很遥远”。

默茨6日在法国巴黎出席援助乌克兰“志愿联盟”会议后说,俄乌停火后,德国可能通过向乌克兰的北约邻国派遣军队的方式参与“多国部队”。
