One Carrier Cannot Hold the Indo-Pacific

The USS Abraham Lincoln carrier strike group left the South China Sea for the Persian Gulf in January. That leaves the USS George Washington as the only American carrier in the Indo-Pacific right now. Not two. Not three. One.

For anyone who has served on a destroyer in the Western Pacific, that number feels wrong. The Pacific is not one theater—it is at least three. The Taiwan Strait. The South China Sea. The Korean Peninsula. Each could flare into crisis simultaneously. One carrier strike group cannot be in all three places.

The math is straightforward. A carrier strike group can control roughly 100,000 square nautical miles of ocean when operating at full capability. The Indo-Pacific operational area spans more than 40 million square nautical miles. Even with allied support from Japan, Australia, and South Korea, one CSG leaves enormous gaps in coverage and response time.

The Navy legally requires 11 carriers. We currently have 11 on paper, but that will drop to 10 when USS Nimitz retires before USS John F. Kennedy (CVN-79) delivers in March 2027. Kennedy just completed builder's sea trials—a promising milestone—but it will not be fully operational for months after commissioning. During that window, the fleet is stretched beyond what doctrine considers prudent.

The Lincoln's redeployment was not discretionary. Tensions in the Persian Gulf demanded a carrier presence, and the George Washington could not cover both theaters. That is the nature of a too-small fleet: global commitments force zero-sum choices. When the Middle East calls, the Pacific waits.

China is watching. The Department of Defense's 2025 China Military Power Report projects that China will field nine aircraft carriers by 2035—six new hulls added to their existing three. To achieve that, they would need to produce one carrier every 20 months. The U.S., by comparison, could produce only three new carriers by 2035 under current shipbuilding rates.

Even with a 60/40 split favoring the Pacific, that implies seven or fewer U.S. carriers assigned to the Indo-Pacific by the mid-2030s. Subtract ships in maintenance—typically 25-30% of the fleet at any given time—and you are looking at four to five operationally available carriers in the region. China, by contrast, would have all nine carriers dedicated to the Indo-Pacific, with six to seven available after accounting for maintenance cycles.

The quality versus quantity debate matters here. U.S. carriers have nuclear propulsion, larger air wings, more advanced combat systems, and decades of operational experience. A Ford-class carrier with 75 aircraft and the Enterprise Air Surveillance Radar is a more capable platform than anything China currently fields. But quality cannot substitute for presence. A superior carrier in the wrong ocean is strategically irrelevant.

The distributed maritime operations (DMO) concept offers a partial solution. Rather than concentrating forces around a single carrier strike group, DMO spreads ships, submarines, aircraft, and unmanned systems across vast areas, integrating them through networked command and control. This complicates enemy targeting and reduces the risk of losing concentrated formations to massed missile strikes.

But DMO does not eliminate the need for carriers. Carriers provide persistent air power, flexible response options, and mobile logistics hubs that land bases and long-range bombers cannot replicate. Land bases are fixed targets subject to political constraints. Bombers lack endurance. One-time-use missiles do not hold territory or maintain presence. Carriers do all of that.

The real vulnerability is not the carriers themselves—it is the logistics network that sustains them. China understands this. Ronald Ti's analysis for the Rabdan Defense and Security Institute describes "contested logistics" as a frontline vulnerability in any U.S.-China conflict. China's missile forces, cyber tools, maritime militia, and space capabilities can target ports, tankers, satellites, and commercial shipping that sustain U.S. operations.

Disrupting fuel, munitions, maintenance, and command-and-control does not require sinking a carrier. It only requires degrading the supply chain enough to force the carrier to withdraw or operate at reduced capability. A carrier without fuel, munitions, or spare parts is a very expensive liability.

The USS George Washington, currently operating out of Yokosuka, Japan, benefits from established logistics infrastructure and allied support. But if a Taiwan crisis escalates simultaneously with a Korean Peninsula contingency, that single carrier cannot cover both. Pre-positioned stocks and allied forces can buy time, but they cannot substitute for a second carrier strike group within 48 hours' sailing distance.

The Kennedy's imminent delivery will ease the pressure slightly, but it does not solve the underlying problem. The Navy's shipbuilding plan calls for maintaining an 11-carrier fleet through the 2030s, but production delays and budget constraints make that target increasingly uncertain. Meanwhile, China is building carriers faster than the U.S. and concentrating them in a single theater.

Wargames consistently show the cost of insufficient carrier presence. The Center for Strategic and International Studies ran multiple scenarios of a U.S.-China conflict over Taiwan. In most iterations, the U.S. lost two carriers early in the conflict—sunk or mission-killed by massed missile strikes. Losing two out of four or five available carriers in the Pacific is a catastrophic loss rate. Losing two out of one or two is a strategic collapse.

The Ford-class design improves survivability through compartmentalization, redundant systems, and advanced damage control, but no ship is invulnerable. The assumption that carriers can absorb punishment and continue operating is valid only if there are enough carriers to sustain losses and maintain the mission. Right now, there are not.

The Lincoln's redeployment exposes a deeper issue: the U.S. cannot sustain simultaneous presence in the Indo-Pacific and the Middle East without accepting unacceptable risk in one theater or the other. That is not a temporary problem caused by a single deployment decision. It is a structural gap created by decades of underfunding shipbuilding and overcommitting the fleet to global operations.

The solution is not complex. Build more carriers. Accelerate the Kennedy's operational readiness. Extend the service life of Nimitz-class hulls where feasible. Increase production capacity at Newport News Shipbuilding, which is the only U.S. yard capable of building nuclear carriers. But all of that takes years, and the Indo-Pacific does not have years.

In the meantime, the Pacific waits. The George Washington patrols alone. And China continues building.

One carrier cannot hold the Indo-Pacific. The question is whether Washington understands that before the gap becomes a crisis.
