In August, Russian forces used 4,943 long-range drones against Ukraine — fewer than the 6,583 units in April. However, the Ukrainian air defense faced a more dangerous opponent. According to data provided by the Ukrainian Air Force and analyzed by the Institute for the Study of War, the share of jet drones in strike packages increased to about 56 percent, with the number of such units exceeding 2,800 in one month. This is not a quantitative race, but an attempt by Moscow to change the interception economy.
From "Shahed" to Jet Platform

The classic "Geran," based on the Iranian Shahed concept, is valued for its simplicity, range, and low cost. Its piston engine makes the unit relatively slow and, given time, a convenient target for mobile fire groups, short-range surface-to-air missiles, and interceptor drones. The Ukrainian side estimates the interception efficiency of conventional piston drones at 90–95 percent.
The jet variants of the "Geran," referred to in open sources as "Geran-4" and "Geran-5," serve a different purpose. Higher speed reduces the time for detection, classification, and targeting. An interceptor must not only see the target but also manage to take a favorable position. This is why the interception rate of jet drones, according to the Ukrainian Air Force, is about 60 percent. For defense, this does not mean catastrophe, but a sharp increase in missile expenditure, combat readiness, and operator workload.
Why Moscow is Changing the Rhythm of Strikes
The ISW notes that Russia began regularly incorporating jet drones into daily strike packages in August, following an increase in their use since late April. At the same time, the timing of attacks changed. Since August 27, Russian forces, according to the institute's estimates, have been striking Ukrainian cities not only at night but throughout the day. The nighttime "wave" is now supplemented by daytime launches, forcing the Ukrainian population to stay in shelters longer and disrupting transportation, trade, and industry.
This is a significant departure from a simple campaign to destroy infrastructure. The military objective is to stretch the Ukrainian air defense system over time and space. If a battery expends its ammunition over several consecutive attack windows, even the high technical efficiency of individual crews does not guarantee protection for all targets. The Russian command is trying to turn the limitations of Ukrainian missiles and crews into an operational resource for itself.
Exhaustion Tactics Instead of Breakthrough
Recent data from the ground front explains the choice of such a strategy. ISW estimated Russian advances in August at about 90.35 square kilometers of captured territory and another approximately 33.18 square kilometers of zones of advance or infiltration. This is incomparable to the 505.55 square kilometers that Russian troops captured in August 2025. At the same time, the Ukrainian General Staff reported 42,020 Russian losses in August. In other words, the ground offensive does not yield quick results for Moscow at the previous cost.
In this situation, long-range drones serve as "cheap operational pressure." They do not replace missiles and do not, by themselves, create a breakthrough in defense, but they allow for regular damage to the rear, test air defense routes, and maintain a sense of constant vulnerability. The strike on Kyiv on September 11, reported by Reuters, showed that this campaign also retains a political dimension: the civilian population remains the immediate audience of the Russian strategy of coercion.
Limitations of the Russian Model
However, the transition to jet drones does not imply technological superiority. A faster unit is harder to intercept, but it is more expensive, requires more from engine production, and is more sensitive to navigation quality and reconnaissance targeting. The greater the share of jet machines, the more the Russian industry depends on stable supplies of electronics, materials, and components. Sanctions have not halted production but have made it less flexible: compensating for shortages requires serial production, simplification of design, and import channels that may be blocked.
There is another problem. Changing platforms does not eliminate the fundamental flaw of the Russian campaign — the gap between tactical effect and strategic result. It is possible to increase the number of hits, but that does not equate to the destruction of the Ukrainian command system or the cessation of societal mobilization. The Soviet military school liked to count tonnage and the number of sorties; modern warfare requires counting the restoration of objects, the density of air defense, and the enemy's ability to adapt. In this sense, the "Geran-5" is serious exhaustion weaponry, but not a magic button.
Forecast
In the coming months, Russia is likely to continue mixing cheap piston Shahed-like units with faster jet "Gerans," creating heterogeneous and temporally stretched strike packages. The Ukrainian response will include mobile groups intercepting drones, radar integration, and their own cheap means of destruction. The main question is who will more quickly reduce the cost of a successful interception.
The Russian air campaign is indeed becoming more complex, but its limits are already visible. If Moscow cannot simultaneously ramp up production, maintain navigation quality, and sustain pressure on the front, jet "Gerans" will remain an expensive way to compensate for a slow ground offensive. They are changing the tactics of war — but so far not changing its strategic outcome.
