Xinhua News Agency, Moscow, July 3 (Reporter Wang Zuokui) - Russian President's Press Secretary Peskov introduced at a hastily convened press conference on the evening of the 3rd local time that President Putin announced the Russian military has "completely liberated" Luhansk and made significant progress in Donetsk.
Peskov also announced that the Russian military has fully occupied the city of Konstantinovka.
