The EU Releases Its First Annual Defense Preparedness Report

Report Content

Reference News Network, October 14 According to the Spanish magazine "Defense" website on October 11, the first annual defense readiness report compiled by the European Defence Agency has been officially released. This report has been submitted to the defense ministers of EU member states, and its preliminary conclusions are positive, thanks to the continuous progress made in the defense sector in recent years.

The report was formally submitted by the EU's High Representative for Foreign Affairs and Security Policy and Director of the European Defence Agency, Kaia Karas, on September 28, with the intention of serving as an annual assessment mechanism to verify the progress made under the "2030 Defense Readiness Roadmap."

This roadmap is expected to be recognized by the European Council by the end of 2025, with the main goal of closely tracking the evolution of European industrial and military capabilities in the context of potential conflicts affecting international security.

The data in the report is currently classified at the highest level of confidentiality and is expected to be formally discussed at the European Council summit held on October 15-16. This data is particularly positive, specifically reflecting progress in key areas such as defense spending, military capability acquisition, enhancing European industrial potential, and efforts to establish strategic alliances that strengthen and improve defense.

The importance of the last area is now more pronounced than ever. In this regard, it should be noted that the document advocates for closer and deeper cooperation between the EU and NATO.

Ukraine's ability to propose creative ideas and solutions in a fierce combat environment should clearly be leveraged to solidify closer strategic alliances. Meanwhile, Russia has consistently displayed a belligerent posture, as some of the latest and disruptive weapon systems in Ukraine are manufactured in factories within Europe and utilize European industrial capabilities.

Currently, there is little information disclosed about the report. Known information indicates that defense investments by European countries have reached record levels, unprecedented in the past 30 years. In 2025 alone, EU countries' investments in defense are expected to reach approximately €418 billion, a substantial figure equivalent to 2.2% of the EU's GDP. Moreover, this figure is expected to continue to grow in the coming years, reaching €547 billion by 2029.

However, the conclusions regarding the industrial sector are not entirely positive. Although the report clearly states that production capacity has been accelerating, there is still a need to continue pushing various measures to strengthen the production system, thereby ensuring more robust supply security within the EU.

Initiatives such as promoting innovation and competition within the "EU Defense Technological and Industrial Base" will play a crucial role in this process. Given the current situation, it is necessary to minimize dependence on non-EU defense material suppliers as much as possible.

Finally, it should be noted that Europe has made progress in what are considered key "priority capability areas." Significant advancements have been made in developing counter-drone measures and researching autonomous systems that can support its own forces and deployments.

At the same time, the report also found that further in-depth research is needed in some key areas, such as heavy munitions or advanced air defense systems, to enhance the EU's military capabilities, with future efforts aimed at expanding the activities of the EU Defense Innovation Center.
