A detail reported by the South China Morning Post on May 27 is more interesting than the headline's "Space Offense and Defense": the U.S. defense community is not just casually discussing the number of Chinese satellites, but is openly considering how to prevent the PLA from using these satellites to locate U.S. naval vessels, airports, and ports. Kari Bingen, director of the CSIS Aerospace Security Project, stated plainly that the U.S. is contemplating how to put the space assets supporting China's long-range strikes at risk.

510 ISR Satellites Are Not Just a Simple Display of Numbers

The U.S. Space Force's April edition of the Space Threat Fact Sheet states that by 2025, China will have conducted 93 space launches, sending approximately 370 payloads into orbit; by the end of 2025, China will have over 1,353 satellites in orbit, of which more than 510 ISR satellites, or intelligence, surveillance, and reconnaissance satellites, are available for PLA use, covering types such as optical, multispectral, synthetic aperture radar, and radio frequency reconnaissance. This number may look like a space race, but it is more like "external sensors" for the Rocket Force, Navy, and Air Force's long-range firepower.

In simple terms, without continuously updated target information, the range of anti-ship ballistic missiles from the Dongfeng series, long-range cruise missiles carried by the H-6K, and land-based and shipborne anti-ship missiles is just a circle on a map. Satellites are responsible for identifying aircraft carriers, expeditionary forces, and forward airfields at sea from background noise and sending the coordinates into the command and fire chains. The testimony submitted by U.S. Space Command to the Senate in March also referred to this mechanism as the "find, fix, track, target and engage" space-enabled kill chain.

The PLA's Reform Brings Space Operations to the Forefront

This is not a new capability that has appeared out of nowhere. In April 2024, after the PLA disbanded the Strategic Support Force, it classified the military space forces, cyber forces, information support forces, and joint logistics support forces as the "four services." The public statements from the Defense Ministry indicate that space and information support have transitioned from being primarily background support departments to operational support forces that directly accept command from the Central Military Commission.

The author believes that the U.S. discussion of "blinding" Chinese satellites is not aimed at one or two high-value satellites, but rather at the entire chain. Any delay of a few minutes in any link of the reconnaissance satellites in orbit, ground control stations, data processing centers, theater command networks, or fire units could allow mobile targets to escape the kill window. Especially for maritime targets, aircraft carrier strike groups will not wait for satellites to revisit; the more low-orbit satellites there are, the greater the engineering pressure for data fusion and deduplication.

China's Advantages and Disadvantages Are in the Same Place

China's advantage lies in its industrial organizational capability. The 93 launches and 370 payloads indicate that mass replenishment, rapid iteration, and military-civilian integration of commercial satellite constellations are providing the PLA with an increasingly robust sensor base. The U.S. Space Force also mentioned that as of mid-February, China had 108 G60 and 154 national low-orbit communication satellites in orbit, indicating that wartime communication resilience is also increasing.

However, the disadvantages also stem from scale. First, while there are many low-orbit satellites, their orbits are predictable, and anti-satellite missiles, co-orbital approaches, laser suppression, and electronic interference all target space. Second, the inclusion of commercial satellites in military links can bring legal and upgrade management issues; the Russia-Ukraine battlefield has already shown that commercial remote sensing is not inherently safe. Third, the ground end remains a bottleneck; just because satellites capture images does not mean that troops can strike in a timely manner; data processing, distribution, and target confirmation are the most challenging aspects of the system engineering.

The U.S. military's statements at this point effectively acknowledge that the PLA's long-range strike chain is sufficient to compel the U.S. to consider offensive space options. For Beijing, this is both an acknowledgment of capability and a designation of risk. The next truly noteworthy aspect to monitor is not how many more satellites China can launch, but whether the military space forces can still enable the Rocket Force and naval air forces to strike mobile targets under conditions of interference, deception, and partial loss of communication.
