Yemen conflict parties reach agreement on releasing detained individuals, Guterres expresses welcome
On the evening of the 14th local time, United Nations Secretary-General António Guterres issued a statement through a spokesperson, welcoming the agreement reached that day by both parties in the Yemen conflict to release over 1,600 detained individuals related to the conflict.
Guterres urged all parties to cooperate with the International Committee of the Red Cross to swiftly implement the agreement. He also called on all parties to continue promoting further release actions based on the obligations undertaken in the 2018 Stockholm Agreement, aiming for a "complete exchange for complete" release of conflict-related detainees.
Guterres thanked Jordan for hosting and supporting the negotiations between the parties in the Yemen conflict and expressed gratitude to Oman and Switzerland for their previous hosting support for negotiations on this issue. He also thanked the Red Cross for serving as the co-chair of the committee overseeing the implementation of the detainee release agreement and for collaborating with the United Nations.
Guterres called on the Yemeni government and the Houthi armed group to build on the positive momentum from the agreement reached that day and to engage in constructive contact with the Special Envoy for Yemen to promote an inclusive political process aimed at achieving a just and lasting peace in Yemen.
Additionally, Guterres urged the Houthi armed group to immediately and unconditionally release all arbitrarily detained United Nations personnel, non-governmental organization members, civil society members, and diplomatic mission personnel. He reiterated that United Nations personnel, including Yemeni staff, enjoy immunity from legal proceedings for statements made or written in their official capacity and for all actions taken in the course of their duties, and must be able to perform their responsibilities independently and without obstruction in accordance with the United Nations Charter and the Convention on the Privileges and Immunities of the United Nations. He reaffirmed the determination of the United Nations system to seek their safe release through all possible channels.
