The mobilization of the Janjaweed in Darfur marked the point at which the Sudanese state's response to rebellion became inseparable from organized proxy violence against civilians. Its significance lies in the deliberate use of militia warfare to extend coercion beyond the formal army, transforming the conflict from an insurgency-centered confrontation into a broader campaign of displacement, terror, and social destruction. Janjaweed mobilization changed the character of the conflict by allowing the government to fight rebels while simultaneously devastating the civilian environment in which those rebels operated. Proxy mobilization is often the hinge through which regional insurgencies become mass atrocity crises.
