The missile's passive seeker and compact size make it suitable for helicopter and small-platform operations. In coastal waters, passive infrared homing can be useful against vessels operating amid radar clutter, islands, and civilian traffic, provided the launch platform has reliable target identification and firing geometry.
Penguin's operational value is strongest where helicopters need a light anti-surface weapon for patrol, interdiction, and littoral defense.
