Experimental nuclear-powered strategic cruise missile

Burevestnik is a Russian nuclear-powered, nuclear-armed cruise missile concept intended to complicate missile-defense planning.

The 9M730 Burevestnik, known to NATO as SSC-X-9 Skyfall, is one of Russia's exotic strategic weapons announced in 2018. Unlike conventional cruise missiles with finite fuel, Burevestnik is described as using nuclear propulsion to extend range and approach from unexpected directions. CSIS coverage treats it as a strategic signaling and missile-defense challenge, while also noting the technical and operational uncertainty around such a system.

Long endurance comes with technical and safety tradeoffs

The missile's claimed range advantage depends on a difficult nuclear propulsion concept with testing and radiological concerns.

Burevestnik's design concept is unusual because propulsion, endurance, and nuclear payload are intertwined. A nuclear-powered air-breathing cruise missile could theoretically fly far beyond normal fuel limits, but testing such a system creates reliability, command-and-control, safety, and environmental issues. That makes it very different from more mature ballistic missiles or conventional air-launched cruise missiles.

Strategic effect remains uncertain despite political attention

Burevestnik matters because of deterrence messaging, but open-source evidence does not prove it is a mature deployed system.

For HiWars readers, Burevestnik should be treated as an emerging or developmental strategic weapon rather than a routine operational missile. Its significance lies in what Russia wants it to signal: persistence, unpredictable routing, and nuclear reach. Its practical military value depends on whether it can be tested safely, controlled reliably, deployed securely, and integrated into nuclear command structures.
