Overview
Kh-28
The AS-9 Kyle was a Soviet air-to-surface anti-radiation missile developed in the 1960s, designed to target enemy air defense radars with a range of about 25 miles. Carried by aircraft like the MiG-25 and Su-24, it utilized a passive homing system to home in on radar emissions and carried a large high-explosive warhead to disable radar systems, serving as the Soviet equivalent to the American Shrike missile until its replacement in the 1990s.

Research Notes

Early Soviet anti-radiation missile

medium

Kh-28 was an early Soviet missile intended to attack radar emitters from tactical aircraft.

Kh-28, NATO AS-9 Kyle, was one of the early Soviet anti-radiation missile efforts for tactical aircraft. Public references place it before later, more practical anti-radiation weapons. Because direct open-source detail is thinner than for later systems, this page should describe it conservatively as an early ARM development step rather than overstate performance.

Large early ARM with operational compromises

medium

Early anti-radiation missiles carried bulky seekers and propulsion systems that limited aircraft compatibility.

Compared with later compact ARMs, early systems such as Kh-28 were constrained by seeker technology, size, handling, and the need to match threat radar bands. The design goal was clear: give strike aircraft a way to attack radar-guided air-defense systems. The tradeoffs were complexity, limited flexibility, and aircraft integration burden.

Developmental importance for Soviet SEAD

medium

Kh-28's main value is historical: it shows the Soviet move into dedicated radar-suppression weapons.

The missile helped establish the anti-radiation mission inside Soviet tactical aviation. Later systems were more flexible and easier to employ, but Kh-28 belongs in the lineage that made suppression of enemy air defenses a specialized weapon category. Content should frame it as legacy equipment with doctrinal importance.
