The start of the KLA insurgency in 1998 marked the transition of the Kosovo crisis from political grievance and repression into sustained armed confrontation. Formed by Albanian nationalists trained in Albania and Switzerland, the Kosovo Liberation Army launched its first attacks on Serbian police and government targets in Kosovo, beginning with small-scale guerrilla operations that gradually escalated into open warfare.
