A New Challenge for the US-South Korea Alliance: The Transformation of Extended Deterrence Indicated by the THAAD Redeployment and the Vulnerability of South Korea's Air Defense System

South Korea currently does not possess its own high-altitude missile interception system and has relied on a single THAAD battery with six launchers to cover an air defense layer at altitudes of 40 to 150 kilometers since 2017. If only interceptors were transferred, the system could continue to operate using reserve missiles reportedly stored at another base, but the transfer of the launchers themselves could completely halt the system's operation. The status of the remaining five THAAD launchers remains unclear, and this uncertainty has raised serious concerns within South Korea's security community.
This THAAD redeployment follows the transport of the Patriot PAC-3 missile interception system and launchers to the Middle East on March 5. South Korea's Integrated Air and Missile Defense (IAMD) architecture employs South Korea's M-SAM-I, M-SAM-II, and Patriot PAC-3 interceptors for the low-altitude layer below 40 kilometers. The reduction in the operational number of Patriot PAC-3 and THAAD batteries could temporarily impair South Korea's multi-layered defense capability against North Korean missile attacks.
The high demand in the Middle East is a major factor driving this redeployment. Gulf countries are reportedly facing a shortage of missile interceptors against Iranian drone and missile attacks and requested the U.S. to expedite new supplies on March 5. However, this strategic decision raises fundamental questions about the nature of the U.S.-South Korea alliance.
South Korean President Lee Jae-myung stated on March 10 that South Korea had opposed the redeployment of some air defense weapons by the U.S. Forces Korea but was unsuccessful. South Korea likely views this redeployment as part of a broader U.S. effort to shift the operational role of the U.S. Forces Korea from deterring North Korean attacks to addressing broader regional threats beyond the Korean Peninsula. The U.S. has temporarily redeployed two Patriot PAC-3 batteries from South Korea to the Middle East in April 2025 while conducting military operations against Iranian-backed Houthi forces in Yemen, reflecting the expectation that the U.S. can flexibly respond to emergencies across multiple theaters with overseas assets.
However, the sudden redeployment of U.S. assets in South Korea that cannot yet be replaced by South Korean defense capabilities may increase the risk of miscalculation by North Korea. On March 14, North Korea launched 12 rounds of 600mm short-range ballistic missiles (SRBMs), marking the third ballistic missile test in 2026. North Korean state media announced that long-range artillery units fired missiles at targets approximately 364.4 kilometers (226.2 miles) away in the East Sea/Japan Sea. These SRBMs can strike the entire central region of the Korean Peninsula. Kim Jong-un claimed that this system would cause "anxiety" in countries within a radius of 420 kilometers.
These missile launches are likely part of a protest against the U.S.-South Korea joint military exercise "Freedom Shield (FS)" conducted from March 9 to 19. Seoul and Washington agreed on February 27 to reduce the FS field training exercise (FTX) to 22 sessions, which is half of the 2025 FTX. However, Kim Yo-jong, the sister of Kim Jong-un, asserted on March 10 that regardless of the scale change, FS simulates confrontation with North Korea and is unacceptable. Kim Yo-jong also added that North Korea must suppress U.S.-South Korean "provocations" with overwhelming offensive actions.
This series of events highlights fundamental tensions in U.S. extended deterrence. The U.S. is trying to balance global responsibilities with regional commitments, while allies seek guarantees of protection against direct threats. Although South Korea's air defense systems are being modernized, it will still take several years to fully replace THAAD-level high-altitude interception capabilities.
North Korea currently has little incentive to conduct direct missile attacks exploiting this air defense gap. However, the temporary gap in South Korea's IAMD could weaken U.S. extended deterrence signals and lower the operational readiness of U.S.-South Korea combined forces. More significantly, such decisions could impact perceptions of the alliance's credibility.
Japan is facing similar concerns. The U.S. and Japan held a meeting on March 19 focused on cooperation regarding rare earth elements, agreeing to initially focus on selected group minerals. Tokyo and Washington also agreed to share information on mining standards, technological cooperation, and geological mapping of potential critical mineral deposits. This cooperation is part of a broader effort to reduce dependence on China, but it also reflects concerns about the changing nature of U.S. military presence in Northeast Asia.
Meanwhile, North Korea appears to be intensifying efforts to establish a green-water navy. On March 11, Kim Jong-un supervised a live video feed of the Korean People's Army Navy (KPAN) Choe Hyon-class destroyer (DDG) conducting a cruise missile launch test against a land target in the Yellow Sea. North Korean state media claimed that this launch tested the KPAN's remote command and control network.
After the missile launch, Kim Jong-un stated that the KPAN should consider replacing the automatic cannon system mounted on the bow with "hypersonic" weapon systems. Kim Jong-un's decision to expand the missile armament of the KPAN destroyer at the expense of the gun system suggests his intention to deploy the destroyer primarily as a missile launch platform, further dispersing North Korea's nuclear capabilities as outlined in the objectives presented at the 9th Party Congress in February. A deeper missile magazine would allow the Choe Hyon to carry a large-scale ground attack missile armament without sacrificing critical anti-ship firepower. However, the loss of the gun system may limit the roles that the Choe Hyon can perform and could make it vulnerable to small attack vessels such as unmanned surface vessels (USVs).
Kim Jong-un's remarks refer to an 8,000-ton DDG, which is larger than the Choe Hyon class and suggests that the KPAN is looking to expand its fleet of large surface combatants to enhance its ability to operate beyond coastal waters. The increased armament space of an 8,000-ton vessel would allow the KPAN to take on anti-submarine, anti-air, and anti-surface roles, improving the survivability of the KPAN's deployments beyond its coastal waters. However, it is likely that significant technological and design support from allies will be necessary for North Korea to develop and deploy an 8,000-ton DDG during the current five-year plan period. The Russian technical support seen in the Choe Hyon suggests that North Korea may be looking to Russian naval technology to accelerate the development of larger surface combatants.
These trends indicate that the security environment in Northeast Asia is rapidly changing. The shift in U.S. strategic priorities, the acceleration of North Korea's military modernization, and the gaps in allies' defense capabilities are sources of new instability in the region. South Korea and Japan face the necessity of reducing their dependence on U.S. extended deterrence and strengthening their own defense capabilities. However, building such capabilities requires time and resources, and the gaps during this period pose risks to regional stability.
In the coming months, the status of the redeployment of U.S. assets in South Korea, the frequency of North Korean missile tests, and the progress of South Korea's air defense system modernization will be key factors shaping the security environment in Northeast Asia. Strengthening trilateral cooperation among the U.S., South Korea, and Japan may also play a crucial role in addressing these challenges.
