A Russian Geran-2 Exposed NATO Drone Gap

One Russian Geran-2 did what months of alliance communiques could not: it made the drone problem impossible to keep in the exercise lane.

Romanian authorities said a Russian one-way attack drone crossed into Romanian airspace during the night of 28-29 May, was tracked by radar, and crashed onto the roof of an apartment block in Galati, a Danube city near Ukraine and Moldova. The impact caused a fire, injured two people, and forced residents out of the building. According to the Associated Press, Ukrainian air defenders reported that Russia launched 232 drones and one ballistic missile overnight, with 217 drones shot down and impacts recorded in 14 areas.

That is the military context. The political context is worse. Romania is not Ukraine. It is a NATO member, an EU member, and one of the most important Black Sea rear areas for allied surveillance, logistics, and air policing. Bucharest has seen Russian drone debris before. What changed on Friday is that an explosive-laden drone hit a residential building and produced casualties on allied soil.

The Geran-2 Is Cheap. The Problem Is Not.

Romanian defence reporting identified the drone as a Geran-2, the Russian version of the Iranian-designed Shahed-136 family. This matters because the Geran-2 is not an exotic weapon. It is a slow, noisy, expendable loitering munition with an explosive payload measured in the tens of kilograms, typically used by Russia in mass salvos to exhaust Ukrainian air defence and force expensive intercept decisions.

That is exactly why it is dangerous for NATO. A Patriot battery can kill a ballistic missile. An F-16 can intercept a hostile aircraft. Neither is an elegant answer to a low-cost drone slipping across a river border for four minutes before hitting a city block. The cost exchange is ugly, the engagement window is short, and the political risk of firing over or near a populated area is real.

Brigadier General Gheorghe Maxim, speaking for the Romanian military, gave a remarkably candid explanation of the failure to shoot it down. As reported by Ukrainska Pravda citing Digi24, Maxim said the available four minutes were an extremely short period for detection, identification, and engagement. He also noted that Romanian air defence systems were largely designed before the current drone war began. That is the line that should worry NATO planners.

Romania is discovering, in public, that peacetime air defence rules and wartime drone tempos do not fit together.

Romanian officials said two F-16s and a helicopter were scrambled and had authority to engage. That sounds reassuring until one asks the operational question: engage with what, at what altitude, over whose rooftops, and under which legal threshold? Maxim also pointed to constraints on deploying short-range systems such as Gepard guns in peacetime around private property and civilian infrastructure. This is not bureaucratic trivia. It is the difference between a layered defence plan on paper and a live-fire decision at 2 a.m.

Article 4 Is the Easy Part

Romania informed NATO allies and European partners, summoned the Russian ambassador, and asked for faster transfer of anti-drone capabilities. Foreign Minister Oana Toiu called the incident a serious escalation, and Romanian President Nicusor Dan convened the national defence council after describing it as the worst incident on Romanian territory since the full-scale invasion began. NATO Secretary General Mark Rutte said the alliance stood in absolute solidarity with Romania and remained ready to defend every inch of allied territory.

Those are necessary messages. They are also the easy ones.

The harder question is whether NATO can build a drone defence posture that works below the Article 5 threshold. Russia does not need to announce an attack on Romania to create a Romanian security crisis. It only needs to keep striking Ukrainian ports near the Danube with enough drones that some cross the border, fall on buildings, trigger evacuations, scramble jets, and force Bucharest to explain why a Russian weapon exploded inside a NATO city.

The temptation in Brussels will be to treat Galati as another border incident. That would be a mistake. NATO has already watched Polish, Baltic, Finnish, and Romanian airspace incidents accumulate into a pattern. Some involved Russian weapons. Others involved Ukrainian drones apparently pushed off course by electronic warfare or route failure. The common feature is not intent. The common feature is that the airspace above the eastern flank is becoming tactically contaminated by the war next door.

The Capability Gap Is Political

NATO has spent the past year talking about drone walls, integrated air and missile defence, and eastern flank resilience. Romania itself hosted Eastern Phoenix 26, a counter-drone exercise that tested layered detection and defeat systems with Ukrainian input. The problem is not that allied officers have failed to notice drones. The problem is that exercises move faster than procurement, and procurement moves faster than political permission to use force over civilian terrain.

The obvious technical answer is layered counter-UAS coverage: passive sensors, radar, acoustic detection, electronic warfare, directed energy where mature, guns for the close zone, and missiles only when the target and terrain justify the cost. But a NATO member does not need a boutique demonstration range. It needs standing rules, pre-positioned systems, trained civilian authorities, and clear authority for military commanders when a drone is minutes from a city.

That is where the alliance still looks uncomfortable. Article 5 is built for aggression that everyone can recognize. Article 4 is built for consultation. Russian drone spillover sits in the gap between them: dangerous enough to injure civilians and test sovereignty, but ambiguous enough to invite delay. Moscow understands that space very well.

There is also a munitions problem. Ukraine can shoot down hundreds of drones because it has built a dense, adaptive mix of mobile fire teams, electronic warfare, and increasingly specialized interceptors under wartime pressure. NATO countries have better high-end systems, but many still lack the cheap, distributed, always-on layers needed for drone saturation. A Patriot launcher in Poland or Romania is strategically important. It is not a neighbourhood drone net.

What Comes Next

Galati will not automatically drag NATO into a direct war with Russia, and Romanian officials were careful to say the incident was not a deliberate Russian attack on Romania. That caution is sensible. But caution is not a strategy. The next Russian salvo against Izmail, Reni, or other Ukrainian Danube targets will again place Romanian airspace inside the risk envelope.

The immediate test is whether allied anti-drone assets actually move to Romania and the Black Sea flank, not whether leaders issue another solidarity statement. Watch for three things: rapid delivery of short-range counter-UAS systems, revised Romanian engagement rules for drones over populated areas, and NATO willingness to treat Danube air defence as an alliance mission rather than a national border-management problem.

The unpleasant lesson is simple. Russia does not have to defeat NATO air power to expose NATO air defence. It only has to send cheap drones into the narrow space between wartime necessity and peacetime law. On Friday morning in Galati, that space was the roof of an apartment building.
