600 to 800 ATACMS per year could be demanded in Europe and Ukraine according to Rheinmetall estimates. This is the number behind the letter of intent signed on July 7 in Ankara between Lockheed Martin and Rheinmetall. It sounds like European rearmament, industrial sovereignty, perhaps even a late correction of German munitions policy. In fact, it primarily shows something more sobering: Europe is getting a manufacturing capability for an American tactical missile system for the first time, but no independent missile policy.
The agreement was announced at the NATO Summit Defense Industry Forum and is supported by the American and German governments. A joint structure is planned to create a European focus for the manufacturing, integration, and distribution of ATACMS at the Rheinmetall site in Unterlüß. Unterlüß is not a symbolic location. About 4,000 employees work there, a new artillery ammunition factory was opened there in 2025, and a rocket engine factory is expected to deliver components and drives for guided missiles as early as 2027. This is precisely why the news is militarily relevant. It not only relocates final assembly but also parts of the industrial value creation to Germany.
The Operational Benefit is Real
ATACMS is not a new system. The Army Tactical Missile System missile is launched from HIMARS and M270 launchers, reaching up to about 300 kilometers depending on the variant, and has shown in Ukraine why precision effects in depth are not an academic category. Depots, airfields, air defense positions, and command infrastructure become more costly for Russia when such weapons are available in sufficient numbers. This is where Europe's problem lies: it is not a lack of understanding of the effect, but the ability to deliver it in quantities.
The American production logic exacerbates this gap. Lockheed Martin will initially keep the existing line in Camden, Arkansas, operational. At the same time, the U.S. Army is gradually replacing ATACMS with the Precision Strike Missile. For Washington, ATACMS is thus an aging but still useful system. For many European armies and for Ukraine, it remains an urgently needed capability. This asymmetry explains why manufacturing in Germany makes sense. It reduces transport and waiting loops, creates political visibility, and could make the supply to NATO states and Ukraine more predictable.
Unterlüß Does Not Replace Technological Sovereignty
But this is precisely where the institutional analysis begins. Rheinmetall CEO Armin Papperger spoke of autonomy in defense policy. This is understandable but only half true. An ATACMS manufacturing facility in Lower Saxony does not mean that Germany can freely dispose of target software, export approvals, system architecture, and further development. The core of the system remains American. Europe is not building its own deep-strike ecosystem but is receiving permission to co-produce an American product under American-defined conditions.
This is not a trivial detail. In European defense policy, production is often confused with sovereignty. Those who manufacture components do not yet possess the ability to deploy the system politically independently, technically develop it further, or freely export it to third countries. The lesson from Patriot, F-35, and many NATO munitions programs is always the same: local value creation can improve supply, but it does not automatically end dependence on American approval regimes.
The paradox is: The more urgently Europe localizes American systems, the more visible it becomes that European autonomy often does not begin without American licensing.
The Connection to 155-Millimeter Ammunition
The ATACMS agreement is not isolated. Rheinmetall simultaneously reported new deliveries of several thousand 155-millimeter shells and DM72 propellants for Ukraine, financed by an unnamed NATO state. The ER02A1 projectiles are manufactured in Spain, Nitrochemie supplies the propellants, and Rheinmetall aims for an annual capacity of around 1.5 million 155-millimeter rounds by 2030. This is an important advancement because artillery ammunition has become the industrial currency in the Ukraine war.
However, the European balance sheet is mixed here as well. Since 2022, much has been invested, but the capacities are emerging later than the operational need. Ukraine needs reliable mass production today; European factories often deliver only tomorrow. ATACMS shifts the same question to a higher technological level. If production begins in 2027 and scales in 2028 or 2029, then it is strategically correct but operationally late. Europe's defense industry is reacting to a war that has long since outpaced the procurement systems.
NATO Gains Capacity, the EU Gets a Lesson
Notably, the framework is also significant. The announcement did not occur in Brussels under the EU flag but in Ankara at a NATO industry forum. This aligns with other decisions made that week: a multinational A400M project, discussions about European Patriot maintenance, and new procurement initiatives for air transport and air defense. Operational integration occurs where military requirements, American technology, and national industrial interests come together more quickly than in EU procedures.
This is uncomfortable for the European Union. Programs like SAFE can mobilize funding and politically frame European procurement. However, they cannot transfer technology, replace American export rights, or resolve decades of industrial fragmentation in two budget years. Therefore, the Unterlüß decision shows less the triumph of European defense autonomy than the return of an older truth: NATO remains the place where capabilities become concrete, while the EU often provides the language for it.
What Germany Should Learn from This
For Berlin, the agreement is still important. Germany will not only be a buyer but also a production site for a key means of deep precision effect. This strengthens Rheinmetall, creates jobs, and gives the federal government an argument against allies who have long perceived Germany as too slow and too risk-averse. After years of ammunition shortages, such a step is more than just industrial policy.
But is that enough? Only if Berlin does not make it a self-soothing exercise. A true turning point would need to answer three questions: What deep-strike capabilities does Europe want to develop itself? Which American systems should only be a stopgap? And what decision-making rights remain with Washington, even if final assembly is in Lower Saxony? Without this distinction, every new factory will be politically overestimated.
The ATACMS production in Germany is therefore a step forward, but not a breakthrough. It makes NATO more capable, indirectly strengthens Ukraine, and provides work for the European industry. At the same time, it confirms that Europe's fastest path to more firepower continues to lead through American technology. More production on European soil solves the capacity problem. The sovereignty problem remains.
