The European defense landscape is currently undergoing one of the most profound transformations since the end of the Cold War. Two parallel developments illustrate the strategic realignment of NATO and the European Union: While the alliance is confronted with significant deficits in Arctic drone warfare, the European powers are simultaneously pushing for an unprecedented expansion of their defense industry – with the clear goal of greater strategic independence from the United States.

The analysis published on February 23, 2026, by the Center for European Policy Analysis (CEPA) reveals an uncomfortable truth: NATO is not adequately prepared for drone warfare in the Arctic, while Russia is massively rearming in this area. Moscow now possesses the world's largest industrial drone ecosystem outside of China and produces more than 1.5 million units annually. The Northern Fleet has already been expanded with specialized drone units, and Russia is specifically investing in Arctic-adapted platforms as well as command centers for long-range naval drones.

The strategic significance of this development cannot be overstated. In the Arctic, where vast distances, sparse infrastructure, and extreme weather conditions limit human presence, unmanned systems could make a decisive difference. They offer unprecedented persistence, scalability, and flexibility compared to traditional manned platforms such as maritime surveillance aircraft or submarines, all while incurring lower operating costs and reduced risk to personnel. However, this is where the problem lies: Most NATO systems are not designed for Arctic conditions. Extreme cold affects batteries, icing impacts propulsion and sensors, and satellite communication above the 75th parallel is degraded.

The institutional challenges weigh at least as heavily as the technical ones. Despite recent updates, NATO doctrine still largely treats drones as an adjunct rather than a core element of deterrence and defense. Commanders lack mature concepts for integrating unmanned systems into multidomain operations against a drone-enabled adversary like Russia. Additionally, there are personnel issues: While many NATO allies struggle with recruiting and retaining personnel, the qualified operators, software specialists, and specialized maintenance technicians required for Arctic drone operations are in high demand but low in number.

In parallel to these challenges, Europe is undergoing a remarkable shift in its defense policy. In May 2025, the European Union decided for the first time in its history to finance defense spending of its 27 member states through EU-wide borrowing. The resulting instrument "Security Action for Europe" (SAFE) provides up to $178 billion for the expansion of continental capabilities for the production and procurement of weapons. Germany alone plans to invest about $77 billion over the next five years, which could make its defense budget the third largest in the world by 2030.

Crucially, the new "European preference" in arms procurement is significant. What was long dismissed as a French fantasy is now a reality: Member states utilizing SAFE funds are required to procure predominantly European-made weapons and components. This priority has also been inscribed into the recently agreed debt-financed Ukraine package of $107 billion, which restricts Kyiv as much as possible to purchasing European weapons. Germany is currently planning to spend only 8 percent of its rearmament budget on U.S. weapons and is even developing its own satellite communication network as a replacement for Starlink.

Particularly noteworthy is the initiative of five European powers – Germany, France, the United Kingdom, Poland, and Italy – which announced a multi-million euro program in Krakow on February 20, 2026, to develop cost-effective air defense systems. The program aims to bring autonomous drones or missiles for threat defense into production within just twelve months. It explicitly seeks to leverage Ukrainian expertise that has been hard-won over four years of war against Russia.

These developments signal a fundamental change in Europe's self-understanding. During the Cold War and in the decades that followed, the EU defined itself as a proponent of open markets and transatlantic ties. Today, it is rethinking this commitment in light of its need for autonomy. Support for the EU is at a record high of 74 percent, indicating that citizens are backing this strategic realignment.

The EU is also changing its decision-making processes. In December 2025, it used an emergency legal provision to bypass the unanimity principle and indefinitely freeze Russian assets. In the same month, the debt-financed Ukraine package was passed without unanimous consent: Hungary, Slovakia, and the Czech Republic were pressured to withdraw rather than being able to veto.

For NATO and its Arctic allies, this presents a clear strategic agenda: Arctic-capable unmanned systems must be procured that are designed to be modular and interoperable. The battlefield must be interconnected through resilient command and control structures as well as high-bandwidth data links. Robust personnel and maintenance strategies are required, as are doctrinal principles for the effective integration of unmanned systems into the force structure. Above all, procurement must be collective and on a large scale.

Without a strong demand signal for key platform categories such as tactical ISR drones, loitering munitions, and unmanned logistics vehicles, allies will continue to pay premium prices for bespoke systems while Russia floods the region with combat-proven, mass-produced platforms. Investments by European defense companies saw a 55 percent increase in 2025 – a sign that private capital has recognized the urgency.

The central question remains whether Europe can absorb the institutional, organizational, and operational changes required by the large-scale robotization of warfare. NATO's Arctic deficits and Europe's industrial realignment are two sides of the same coin: a continental defense architecture in upheaval, repositioning itself between technological vulnerability and the pursuit of strategic autonomy. The success of this transformation will determine whether Europe can stand as a credible security actor in the coming decade – with or without the traditional guarantees of the United States.
