新华社马尼拉1月5日电（记者张怡晟）菲律宾刑事调查和侦查组5日在社交媒体发表声明说，空军退役将军罗密欧·波基斯因涉嫌“煽动叛乱”，当天在菲首都马尼拉的尼诺伊·阿基诺机场被捕。
声明说，波基斯当天上午从海外抵达机场，警方依据奎松市法院于2025年12月5日签发的逮捕令对其实施逮捕。该逮捕令指控波基斯涉嫌违反《修订刑法典》第142条关于“煽动叛乱”的相关规定。
波基斯是“联合人民倡议”组织的创始人，该组织由部分退役军官组成。2025年11月，该组织在马尼拉发起抗议集会，就涉及防洪工程的腐败丑闻表达不满，并呼吁菲律宾总统马科斯下台。
菲律宾刑事调查和侦查组隶属于菲律宾国家警察，主要负责案件调查工作。
去年下半年，菲律宾防洪工程腐败问题引发社会广泛关注，数以千计号称用于防洪的基础设施项目被曝存在“幽灵工程”或偷工减料情况。去年9月21日，马尼拉及其他城市爆发针对防洪工程腐败的大规模抗议，约10万人参加。
