Four new hangars at one airfield are too few for a sensation and quite enough for a diagnosis. According to an ISW assessment citing a Ukrainian source, satellite images from May 19 show that Russian authorities began constructing four protective shelters for aircraft at the Chkalovsk naval airbase in the Kaliningrad region since the end of April. If this assessment is correct, we are not dealing with a minor construction project, but rather one of the rare instances where the Russian military bureaucracy publicly, albeit without a statement, acknowledges a new norm of warfare: an aircraft on the tarmac is now as much a target as an ammunition depot or command post.

Why Chkalovsk is Important

Chkalovsk is not located deep in Siberia or on a quiet training ground. It is the Kaliningrad enclave, surrounded by NATO countries and the Baltic Sea, where any aviation infrastructure has dual significance: operational and political. The airbase is linked to the Baltic Fleet and the Russian air group in the most vulnerable geographical pocket of the country. Its value lies not only in specific aircraft, whether they are Su-27s, Su-30SMs, or support vehicles, but in the ability to demonstrate presence, escort the fleet, control air approaches, and maintain the image of Kaliningrad as an "unsinkable aircraft carrier." The Soviet metaphor is beautiful, but in 2026 it needs a correction: an aircraft carrier without hangars quickly turns into a parking lot for expensive targets.

The Russian tradition of protecting aviation has long been uneven. The Soviet Union built concrete shelters, revetments, and dispersed parking areas based on the experience of the Arab-Israeli wars and the threat of a first strike from NATO. After 1991, part of this culture was lost: funding was insufficient, airfields were reduced, and triumphant reports on "mobility" replaced tedious engineering work. The war against Ukraine has returned an old truth in a very crude form. Distant drones, commercial satellites, open databases, and geolocation have made a stationary aircraft on a concrete pad almost a public object.

Four Shelters Do Not Solve the Problem, but Change Priorities

Four hangars cannot cover the entire air group. Even if they are full-fledged protective structures and not just light canopies against observation, they provide shelter for only part of the fleet. What is important here is that the choice to build indicates a reallocation of scarce resources from demonstrative programs to passive protection. This does not sound heroic, but it is closer to the reality of modern warfare. A shelter does not shoot down a drone and does not look impressive on parade. It simply reduces the likelihood that one successful strike will destroy a machine worth tens of millions of dollars and disrupt a week’s flight schedule.

The Russian army has often responded to new threats with improvisation over the past two years: nets over tanks, "barbecues" on armored vehicles, sandbags around aircraft, decoy targets made of plywood and metal frames. In Chkalovsk, a different level of response is visible. If the satellite data is accurate, this is not a field invention by a unit commander, but an engineering project at a permanent base. This is a slower, but more institutional response. And it indicates that Moscow expects not a single episode, but a prolonged campaign of strikes against rear infrastructure.

The Lesson of Ukrainian Strikes on Airfields

In Russian military thought, the concept of "resilience of command and basing" has always existed. On paper, it sounded convincing: dispersion, camouflage, recovery, reserve sites. The practice turned out to be worse. Since 2022, Ukraine has consistently expanded the range of strikes against Russian targets, and in 2024-2026, the pressure shifted from frontline depots to oil refineries, airfields, railway hubs, and industrial facilities. ISW in the same assessment from May 21 notes a strike on the Syzran Oil Refinery in the Samara region, more than 800 kilometers from the Ukrainian border. For air bases, the conclusion is clear: distance has ceased to be a reliable defense.

Kaliningrad is a special case in this regard. A strike on a base in a NATO region around it would carry incomparably higher political risks than a strike on a target in the Bryansk or Samara regions. But the Russian command cannot build a defense on the assumption that the enemy will always be politically restrained. Military logic requires considering everything that is observable, stationary, and valuable as vulnerable. That is why the construction of shelters in Chkalovsk should be viewed not as a panicked reaction, but as a belated normalization.

What Such Hangars Protect

Technically, a protective structure can serve three different purposes. The first is to conceal the exact location and type of aircraft from optical reconnaissance. The second is to reduce damage from shrapnel, debris, and small warheads from drones. The third is to complicate the assessment of the consequences of a strike for the enemy. It is important not to exaggerate: a light hangar will not save an aircraft from a large warhead or a precise hit from a ballistic missile. But modern warfare rarely consists solely of perfect hits. Most damage occurs from near misses, secondary fires, and chain reactions in a tight parking area. Here, even a relatively simple shelter makes sense.

From this follows a limitation. If Russia builds four shelters but leaves open fuel tanks, warehouses of aviation munitions, and a dense parking scheme nearby, the effect will be partial. The Soviet school of airfield survivability required a system: shelter, dispersion, decoy positions, emergency teams, repair resources, alternate taxi routes. Building a hangar is easier than changing the culture of base operation. The Russian problem is almost always in this: the hardware appears faster than the discipline of its use.

Strategic Signal for the Baltic

For NATO, the emergence of new shelters in Chkalovsk does not mean an immediate increase in Russian strike power. Quite the opposite: it is a defensive measure dictated by the recognition of vulnerability. But in the Baltic region, defense and offense are difficult to separate. If Russian aviation in Kaliningrad becomes more resilient to a first strike, Moscow gains more confidence in crisis demonstrations of power. If the shelters remain limited and symbolic, they only show how costly it has become to maintain the previous posture.

I would not call the four hangars a turning point. They are not a new division, not a new regiment, and not a miraculous technology. But such mundane details often best reflect the real state of the army. A parade speaks of intentions, airfield construction speaks of fears. Russian aviation in 2026 is still capable of striking and maintaining pressure on its neighbors, but now it is forced to spend resources on what it previously considered secondary: survival on the ground.
