声明呼吁美国政府促使以色列履行加沙停火第一阶段协议规定的义务，并将停火推进至第二阶段。
声明表示，哈马斯已准备就“用于抵抗的武器”相关议题参与巴勒斯坦内部讨论，但当务之急是启动真正的人道救援行动，以拯救加沙地带各城市。
美国总统特朗普的特使威特科夫14日在社交媒体发文，代表特朗普宣布启动结束加沙冲突“20点计划”第二阶段，从停火转向加沙地带非军事化、技术官僚治理和重建。
威特科夫说，第二阶段将建立一个过渡性的巴勒斯坦技术官僚委员会管理加沙地带，并开始在加沙地带展开“全面非军事化”和重建，主要是解除“所有未经授权人员”的武装。
威特科夫表示，美国希望哈马斯完全履行停火协议规定的义务，包括立即归还最后一具以色列被扣押人员遗体。
