声明还表示，停火协议规定的援助物资进入量远未达到要求。应进入的66600辆援助、商业与燃料卡车中，仅有28927辆进入加沙，其中燃料卡车仅占应进入数量的2.7%。声明指责以色列方面未履行开放口岸、提供基础设施维修物资、允许进入医疗设备等多项义务。
