The Japanese Maritime Self-Defense Force operates 36 destroyers — more than the UK and France combined. On paper, that sounds like a formidable fleet. In a Taiwan contingency, though, counting hulls misses the point. The question is: how many of those ships can sustain high-intensity combat operations 500 nautical miles from home base, and for how long?
The answer should worry both Tokyo and Washington.
The Geography Problem
Japan's southwestern island chain — the Ryukyus — puts it less than 100 miles from Taiwan at the closest point. Okinawa hosts the largest concentration of U.S. forces in the Western Pacific. Yokosuka is home to the 7th Fleet. If China moves on Taiwan, Japan is in the fight whether it wants to be or not.
Tokyo knows this. Since 2022, the Japanese government has acknowledged that "a Taiwan contingency is a Japan contingency." Prime Minister Kishida's administration has committed to doubling defense spending to 2% of GDP by 2027. The country is fielding Type 12 anti-ship missiles with 1,000-kilometer range and standing up a new amphibious rapid deployment brigade.
But platforms and percentages don't answer the operational question: what happens on day three of a Chinese blockade, when JMSDF ships need to rearm, refuel, and rotate crews?
The Logistics Gap
The JMSDF is optimized for homeland defense and ASW operations in the Sea of Japan — not sustained blue-water operations under missile attack. Japan's destroyer fleet is built around the Aegis-equipped Kongo and Atago classes, and the newer Maya class. These are excellent air-defense platforms. But they carry limited magazine depth compared to U.S. Burke-class destroyers.
A standard JMSDF Aegis destroyer carries approximately 90 VLS cells. That sounds adequate until you factor in a contested scenario where Chinese DF-21D anti-ship ballistic missiles, CJ-10 cruise missiles, and massed drone swarms force constant intercepts. The U.S. Navy learned in the Red Sea that even Houthi drones can drain VLS magazines faster than anticipated. Against the People's Liberation Army Rocket Force and Naval Aviation, 90 cells won't last long.
Reloading at sea is not an option — the JMSDF has no underway replenishment capability for VLS cells. Ships have to return to port. Sasebo and Yokosuka are well-equipped, but both are within range of Chinese theater missiles. If those bases are under sustained attack — and they will be — turnaround time extends. Ship availability drops.
That's the math Tokyo and Washington need to be honest about.
The Alliance Coordination Question
Legally, Japan's participation in a Taiwan conflict is constrained. The revised U.S.-Japan defense guidelines allow for collective self-defense, but only when an "armed attack against a foreign country" poses "a clear danger" to Japan's survival. The Japanese government interprets this narrowly.
In practice, the threshold is likely to be met — Chinese missile strikes on U.S. bases in Japan would trigger Article 5. But the command-and-control structure for joint U.S.-Japan operations in a Taiwan scenario remains ambiguous. Who decides when JMSDF ships cross into Taiwan Strait waters? Who coordinates targeting priorities when both navies are engaging the same PLA surface action groups?
These are not hypothetical questions. U.S. and Japanese forces conduct regular bilateral exercises — Keen Sword, Orient Shield — but these drills focus on defending Japanese territory, not projecting power into contested waters around Taiwan. The assumption has always been that Japan provides the base infrastructure and local sea control; the U.S. Navy does the heavy lifting.
That assumption no longer holds. With only one carrier strike group reliably available in INDOPACOM at any given time, Washington needs Tokyo to carry more of the operational burden. But the JMSDF is not structured — or resourced — to do so.
The Munitions and Maintenance Problem
Even if Japan commits its full surface fleet, sustainability is the constraint. The JMSDF does not maintain deep stockpiles of precision-guided munitions. SM-2, SM-6, and ESSM missiles are expensive, and Japan's defense budget has historically prioritized platforms over consumables. In a protracted blockade scenario, the JMSDF would burn through its inventory within days.
The U.S. can backfill some of that — American munitions are compatible with Japanese Aegis systems — but U.S. stockpiles are already strained. The Navy is struggling to keep up with munitions demand in the Middle East. Adding a Taiwan contingency on top of that would expose critical gaps across the entire Indo-Pacific posture.
Maintenance is another overlooked factor. The JMSDF has a reputation for superb engineering standards, but its ships are old. The average age of Japan's destroyer fleet is over 15 years. High-tempo operations accelerate wear and tear. If a Taiwan crisis extends beyond two weeks — and every simulation suggests it would — Japan will start seeing mechanical failures and reduced availability.
This isn't speculation. It's what happens when you run Cold War-era platforms at wartime tempo without modern sustainability infrastructure.
What Needs to Change
Japan's 2% defense spending commitment is a start, but the money needs to go toward the right things. Tokyo is investing heavily in standoff missiles — Type 12s, potentially Tomahawks — which make sense for deterrence. But deterrence assumes the other side is rational and risk-averse. If Beijing decides the window is closing and moves anyway, Japan needs to be able to fight, not just threaten.
That means:
- Deeper munitions stockpiles. If Japan is serious about contributing to collective defense in a Taiwan scenario, it needs to quintuple its SM-6 and ESSM inventories. That's not sexy spending, but it's what matters in week two of a war.
- Hardened logistics infrastructure. Sasebo and Yokosuka need distributed, redundant replenishment facilities that can operate under missile attack. Mobile rearming capability — even if limited — would extend ship availability.
- Joint operational planning with the U.S. Navy. Not exercises. Actual operational plans with clear command authorities, targeting deconfliction, and logistics integration. The kind of planning that assumes the worst case and works backward.
- Accelerated new construction. Japan is building two new Aegis-equipped destroyers under the FY2023 budget. That's not enough. The JMSDF needs to be adding three to four destroyers per year to maintain fleet strength while replacing aging hulls. Current procurement rates don't support that.
The Bottom Line
Japan's geography makes it impossible to stay out of a Taiwan fight. Its alliance commitments make it unthinkable to stay out. But the gap between political necessity and operational capability is real, and it's not closing fast enough.
The JMSDF is a professional, capable force. Its sailors and officers are among the best-trained in the world. But training doesn't reload VLS cells, and professionalism doesn't fix a logistics infrastructure built for a different kind of war.
If the U.S. and Japan are serious about deterring a Chinese move on Taiwan, they need to stop talking about commitment and start talking about magazine depth, turnaround times, and who controls the ammunition supply chain when Yokosuka is under missile attack.
Because the math doesn't lie. And right now, the math says Japan can fight — but not for long enough.
