自民党安保调查会在去年6月提交给政府的政策建议中就明确提出了“引入国营工厂”。当年10月,自民党在与日本维新会签署的联合政治协议中也加入了“推动实施国营工厂及GOCO”的内容。
据政府相关人士透露,基于严峻的安全环境,引入国营模式的讨论旨在确保一旦有事仍有生产线可用。俄乌冲突爆发后,弹药供应不足成为乌克兰的突出问题。弹药库存及供应能力已成为左右战局的关键。在日本武器生产中,弹药短缺同样是严峻挑战,某位前防卫大臣就指出,“在现有生产体制下,一旦有事,弹药将迅速耗尽”。
