The Japan Self-Defense Forces to Introduce 52,000 Sets of Unmanned Equipment from 2027, Changing Defense Strategy with the Power of Numbers

On September 16, Kyodo News reported that the draft of the next "Defense Capability Development Plan" includes numbers that cannot be overlooked by those from the Maritime Self-Defense Force. It states that approximately 52,000 sets of unmanned equipment will be introduced over five years from fiscal year 2027 to fiscal year 2031, to be used for long-range attacks, information gathering, and surveillance. This should be viewed not as an addition of equipment, but as a plan to restructure the Self-Defense Forces' operational deployment from a "manned platform-centric" approach.

What the Breakdown of 52,000 Sets Indicates

According to reports, about 10,000 long-range strike unmanned aerial vehicles, approximately 1,300 anti-ship attack drones, and around 7,500 for information gathering and surveillance are planned. Additionally, about 200 unmanned underwater vehicles for mine laying and long-range missile launching, more than 30 unmanned surface vessels for rescue or missile launching, and approximately 1,200 unmanned ground vehicles for combat support and base security are to be deployed.

More important than the performance of individual units is the ability to operate unmanned systems from different domains simultaneously. In the Nansei Islands, it will be possible to expand the surveillance area with unmanned systems before sending manned aircraft and escort ships into dangerous waters, and to constrain the actions of adversaries with unmanned surface vessels and underwater vehicles. The advantage of not having to constantly deploy a few expensive vessels to the forefront in the defense of SLOC (Sea Lines of Communication) is significant.

Combination with Long-Range Strikes

The draft also includes not only unmanned equipment but also the expansion of long-range missiles, hypersonic weapons, and a constellation of small satellites for target detection that constitute retaliatory capabilities. The number of small satellites is expected to increase to about 100, and it is anticipated that information collected by unmanned systems will be relayed to satellites, ground stations, escort ships, and aircraft. The stand-off defense capability that the Ministry of Defense has advocated is transitioning from the procurement of launch systems to a series of systems for "detection, identification, attack, and reassessment."

However, it is dangerous to count the total number of "52,000" as combat power. Without communication bandwidth, satellite positioning, maintenance personnel, batteries/fuel, and data processing capabilities, unmanned systems are merely equipment stored in a warehouse. The idea of compensating for the shortage of manned units with a large introduction of unmanned systems cannot escape the reality that operators and maintenance personnel are necessary.

The Japan-U.S. Alliance and Japan's Choices

Japan's move towards unmanned systems is aimed at the activities of the Chinese Navy, but interoperability with U.S. forces will determine success or failure. If connected to the U.S. military's information network, the Japan Maritime Self-Defense Force's escort ships will not have to rely solely on their own radar but will be able to grasp the navigation situation from a distributed array of sensors. On the other hand, if data standards and engagement approval procedures are not established, the 52,000 sets will be broken down into separate small equipment groups.

In my view, the true litmus test of this draft is not the number of procurements, but who will operate the unmanned equipment, on what communication network, and for how many consecutive days.

It has been reported that defense spending could swell to a scale of 70 to 80 trillion yen over the next five years. The figures for equipment and related investments, which are said to exceed 90 trillion yen, require further scrutiny, and estimates at the draft stage should not be treated as definitive values. What Japan will gain is not a large number of unmanned systems themselves, but the ability to continue monitoring maritime areas while preserving manned vessels. Conversely, if the design of supply and communication is postponed, the power of numbers will not strengthen the defense of the Nansei Islands but will instead turn into an unsustainable burden.
