On March 24, Xinhua News Agency reported from Jerusalem (reporters Pang Xinyi and Wang Zhuolun) that according to sources cited by Israel's Channel 12, the United States has proposed a 15-point agreement to Iran aimed at ending the war, which includes Iran's commitment to never develop nuclear weapons and to open the Strait of Hormuz as a "free maritime area," among other points.

The report states that the key points of the agreement include the U.S. demand for Iran to commit to never developing nuclear weapons, to refrain from uranium enrichment activities within Iran, to abandon support for "proxies," to open the Strait of Hormuz and ensure it is a "free maritime area," and to limit the number and range of ballistic missiles. In response, the U.S. would lift all sanctions on Iran and assist in the development of civilian nuclear power projects.

U.S. media reported on the 24th that the U.S. has handed over a plan containing 15 points aimed at ending the conflict to Iran. On the same day, Israeli media reported that the U.S. intends to implement a one-month ceasefire to discuss this plan with Iran, while Israeli officials are concerned that the U.S. is seeking to reach a framework agreement with Iran and make "significant concessions."

The New York Times quoted informed officials as saying that this plan has been conveyed to Iran by Pakistan, and it is unclear whether Iran will accept it as a basis for negotiations, nor is it clear whether Israel recognizes its content.
