It serves as a unified, standardized, and authoritative identification for reserve personnel. Whether called to serve in wartime, summoned for military training during peacetime, undertaking readiness duties, or executing non-war military operations, or enjoying relevant welfare benefits and preferential treatment according to laws and regulations, this certificate is the most effective proof. Second, the recipients. The issuance has expanded from only reserve officers to include reserve officers, reserve non-commissioned officers, and reserve soldiers. The previously issued "People's Liberation Army Reserve Officer Certificate" will be abolished. It should be noted that only reserve personnel who are selected and supplemented according to the new procedures after the promulgation and implementation of the "People's Republic of China Reserve Personnel Law" and granted reserve military ranks will be issued this certificate.
