That was the quiet message behind Dynamic Front 26, NATO's largest artillery exercise this year, which wrapped up earlier this month across Romania, Germany, Poland, and Spain. According to Brig. Gen. Stephen Carpenter, commander of the U.S. 56th Multi-Domain Command in Europe, the goal is straightforward: build a capability so punishing that "no nation ever considers" aggressing into NATO territory again.

The Ukraine Lesson NATO Actually Learned

If that sounds like preparing to fight the war Ukraine is already fighting, that's because it is. Dynamic Front 26 borrowed directly from Kyiv's playbook—decoy drones to misdirect enemy fires, high-altitude UAVs to locate Russian electronic warfare systems, and a relentless tempo of strikes designed to break an adversary's will before they can consolidate gains.

"How can we create munitions that have the electromagnetic hardening required based on what we're seeing in Ukraine?" Carpenter said during a press briefing Thursday. The command is now pushing the defense industrial base to harden munitions against Russian jamming, a capability Ukraine has been begging Western partners to prioritize for two years.

But there's a crucial difference. Ukraine is improvising under fire with donated systems that don't always talk to each other. NATO just proved it can do the same thing at scale, across borders, with surgical precision.

Artillery That Speaks Eight Languages

The technical centerpiece of Dynamic Front 26 was ASCA—Artillery Systems Cooperation Activities—a software platform that acts as a universal translator for NATO fire missions. Romanian commanders in Cincu sent targeting data to Spanish rocket artillery units 1,500 miles away in real time. German and French batteries processed missions side-by-side using the same tactical internet.

According to U.S. Army Sgt. 1st Class Caleb Ayers, a lead planner for the exercise, ASCA allows dispersed forces to operate under unified control: "We can disperse across the entire theater and maintain that communication."

That's the quiet part NATO is saying out loud. Russia's entire operational concept in Ukraine has been to mass fires and overwhelm Ukrainian air defenses through sheer volume. NATO's counter is to distribute its firepower so widely that no single Russian strike can take it offline—and to synchronize those distributed assets so tightly that they can still generate 1,500 strikes a day.

Deterrence by Math

Carpenter's framing is worth taking seriously. He didn't describe Dynamic Front as preparation for conflict. He described it as insurance against conflict. "We want to build a capability...that if a peer adversary decides to aggress...the repercussions will be so extreme, create an experience for them that is so unrelenting, that no nation ever considers doing that again."

That's deterrence by demonstrated capability, not just declaratory policy. And it's a marked shift from the pre-2022 European security environment, when NATO exercises were about reassurance and readiness. Now they're about making the math of invasion impossible to justify.

The problem is that this approach only works if everyone believes you'll actually use it. And Europe's track record on turning military exercises into operational readiness has been uneven at best.

Next Year It Gets Harder

NATO isn't standing still. In 2027, Dynamic Front will merge with Arcane Thunder—a separate exercise focused on non-kinetic effects like electronic warfare—to create "Arcane Front," a combined simulation that integrates jamming, deception, and lethal fires into a single operational framework.

That's when we'll find out whether NATO can actually execute the 1,500-strikes-a-day concept under realistic electromagnetic warfare conditions, or whether it's just another PowerPoint fantasy that collapses the moment Russian jamming turns the sky into static.

For now, Dynamic Front 26 proved NATO can make the hardware work. Whether it can make the politics work—getting eight nations to actually coordinate fires in a crisis, at the speed required, with national caveats flying everywhere—remains the bigger question.

Because 1,500 targets a day is only overwhelming if you're willing to pull the trigger.
