Russia and Ukraine confirmed on the 23rd that both sides have agreed to a ceasefire starting on the 27th in the area of Alekseevka in Kherson. A U.S. official revealed that the U.S., Russia, and Ukraine may hold trilateral talks in Abu Dhabi, UAE, or Switzerland within two weeks. Russian President Putin stated that any trilateral talks will focus on how to ensure security for Russia and Ukraine after a peace agreement is reached. Ukrainian President Zelensky expressed his hope for a subsequent meeting of the three national leaders.

Early Ceasefire in Alekseevka Faces Challenges in Humanitarian Evacuations and Mine Clearance

It is reported that senior military officials from both Russia and Ukraine have confirmed that a ceasefire will be implemented in Alekseevka starting at 1 AM Greenwich Mean Time on the 27th, two days earlier than the ceasefire date announced by the White House on the 29th. Both sides stated that the ceasefire aims to facilitate the delivery of humanitarian aid and the evacuation of residents through humanitarian corridors.

Valery Gerasimov, Chief of the General Staff of the Armed Forces of the Russian Federation, stated that the Russian military will ensure the "safe entry of humanitarian convoys" into Alekseevka.

Russian presidential press secretary Peskov said, "The Russian military is working to coordinate the ceasefire in the region to assist with this humanitarian mission. Those who wish to leave will be able to evacuate. Of course, this requires extensive and complex preparations."

Peskov declined to disclose specific details about the evacuation routes and the duration of the ceasefire, only stating that the operation "will take at least several days."

The chief representative of the Ukrainian side in the ceasefire negotiations, Dmytro Lubinets, the Human Rights Commissioner of the Ukrainian Verkhovna Rada (parliament), stated in a video speech that the ceasefire is hard-won, and "the operation will unfold gradually and will be extremely challenging." Before delivering humanitarian supplies and arranging for personnel evacuations, mines on the roads leading to Alekseevka will first need to be cleared. He did not provide further details on the ceasefire monitoring mechanism or the implementation of aid.

Both Russia and Ukraine stated that Melania Trump, the wife of U.S. President Trump, played an important role in coordinating this ceasefire. The White House issued a statement on the 23rd saying that it was Melania who facilitated the ceasefire agreement between Russia and Ukraine in Alekseevka.

Alekseevka is located in the Kherson region. According to the White House, since the escalation of the Ukraine crisis, Alekseevka has been on the front lines, with most residents having left, but still around 1,700 to 2,000 people remaining, mostly elderly individuals who are unable to leave, along with about 50 children.

Trilateral Talks Between Russia, the U.S., and Ukraine on the Agenda, Core Differences Still to be Resolved

As the ceasefire in Alekseevka is realized, Russia, the U.S., and Ukraine are preparing to restart trilateral talks.

On the 23rd local time, a U.S. official stated that the three parties may hold talks in Abu Dhabi, UAE, or Switzerland within two weeks. Peskov confirmed that trilateral talks are planned to take place in early November in Abu Dhabi. Putin emphasized in a televised interview aired on the 22nd that any talks will focus on security arrangements for Russia and Ukraine after the finalization of a peace agreement, rather than just a "temporary" ceasefire.

Zelensky stated on the 23rd that the specific timing of the trilateral talks depends on the Russian side, and Ukraine hopes to hold them as soon as possible. He expressed that it is necessary for the trilateral talks to transition from a technical level to a leadership level, as "key issues can only be resolved at the highest level."

The easing of tensions between Russia and Ukraine comes at a time when U.S.-Ukraine relations are escalating. Recently, Ukraine accused the U.S. of restricting the use of the "Starlink" satellite communication system by Ukrainian forces, being indifferent to Ukraine's urgent needs for interceptors for the "Patriot" air defense system, and relaxing sanctions on Russian diesel trade.

Analysts believe that the U.S. government is intensifying mediation at this time mainly to create "achievements" before the midterm elections in November; the agreement between Russia and Ukraine to return to the negotiating table may also cater to U.S. considerations. However, due to core differences between Russia and Ukraine regarding territorial divisions and security guarantees, the resumption of talks does not mean that both sides can reach a consensus on a series of issues.
