According to the report from the appointed head of the Luhansk region, Pasechnik, on the 23rd, the death toll from the Ukrainian attack has risen to 11, with 41 people injured. Additionally, 10 people are missing.

On the morning of May 22, Pasechnik stated that Ukrainian military drones carried out a nighttime attack on the teaching building and dormitory of the Starobilsk Vocational College. At the time of the attack, there were 86 minors aged 14 to 18 on campus. On the same day, Russian President Putin stated that there were no military facilities or special department facilities near the attacked college. Putin emphasized that there is no evidence to suggest that these drones hit the dormitory building because they were shot down or deviated from their flight path. He has instructed the Russian Ministry of Defense to submit plans for retaliatory strikes.
