On May 23, the appointed head of the Luhansk region, Pasechnik, announced that the Ukrainian attack had resulted in 10 deaths, 38 injuries, and 11 people missing.
On the morning of May 22, Pasechnik stated that Ukrainian military drones had attacked the teaching building and dormitory of the Starobilsk Vocational College at night. At the time of the attack, there were 86 minors aged 14 to 18 on campus. On the same day, Russian President Putin stated that there were no military facilities or special department facilities near the attacked college. Putin emphasized that there is no evidence to suggest that these drones hit the school dormitory because they were shot down or deviated from their flight path. He has instructed the Russian Ministry of Defense to submit plans for retaliatory strikes.
