According to the U.S. notification text, the Saudi request includes up to 10,000 APKWS-II guidance kits designated for air-to-air use, and up to 10,000 guidance kits for air-to-ground use, in addition to LAU-131 A/A launchers, Mk-152 high-explosive warheads, MK66 motors, proximity fuzes, WTU-1/B training warheads, test and operational equipment, spare parts, and technical documentation. The prime contractor is BAE Systems in Nashua, New Hampshire, and implementation will require 15 additional representatives from the U.S. government and 15 representatives from the contractor for an extended period within Saudi Arabia to support technical reviews, training, and maintenance.

Why APKWS Now and Not a Larger Missile

Militarily, APKWS is not a magic weapon. It is essentially a conversion of the unguided Hydra 70 rocket into a laser-guided munition by adding a guidance kit between the motor and the warhead. Its value comes from a simple equation: higher accuracy than the unguided rocket, and a much lower cost than many air-to-air missiles or heavy guided munitions. Therefore, the U.S. and its allies have used it in close air support missions against vehicles, small boats, light targets, and in recent years within an increasing focus on countering drones.

Saudi Arabia is not requesting this weapon in a vacuum. During the same days, regional reports spoke of new Houthi threats against Saudi airports and vital facilities, and about the fragility of the de-escalation in Yemen, amid a broader war with Iran that is pressuring the entire Gulf deterrence architecture. If a cheap drone can force defenders to fire a multi-million dollar intercept missile, then the defender loses even when they succeed in intercepting. Here lies the value of APKWS: an attempt to shift part of the defense from heavy missiles to more abundant precision munitions.

The Deal Is Not a Complete Air Defense

But we should not exaggerate. APKWS can be a useful layer against low-speed or low-cost targets, but it does not solve the problem of ballistic missiles nor does it alone address the issue of complex cruise missiles. It requires a suitable air platform or carrier, sensors to detect the target, laser designation or an integrated guidance system, and a command and control network that knows when to fire and when not to fire. In the Gulf, the problem is not just buying munitions; the problem is turning munitions into an operational habit.

Any military person who has served in the region knows that a weapon that arrives in boxes does not become a combat capability simply by being logged into inventory. Saudi Arabia's ability to absorb 20,000 guidance kits will depend on three elements: the availability of aircraft or platforms capable of carrying it, training pilots and weapon crews to use it in real scenarios against small and moving targets, and the existence of a command system that allows for rapid fire without chaos or hesitation. This is the capability triangle that I always return to: equipment, training, institution. The deal clearly strengthens the first leg, promises support for the second, but does not alone prove that the third leg has matured.

A Message to the Houthis and to Washington at the Same Time

Politically, the sale carries two messages. To the Houthis, the message is that Riyadh does not want to return to the attrition pattern of 2015-2021, when Saudi air defenses were firing expensive munitions against cheap and repetitive threats. To Washington, the Saudi message is more complex: the Kingdom still needs the American supply chain of munitions, training, and maintenance, even as it talks about local manufacturing and defense independence. It is not a coincidence that the notification mentions improving interoperability with U.S. and regional forces and NATO forces. This is a diplomatic phrase, but it practically means that the weapon will remain tied to an American knowledge system.

There is also a Kuwaiti aspect on the same day, as Washington approved a potential sale worth $484 million to support the Kuwaiti C-17 fleet. Putting the two deals together shows that the U.S. is not just selling missiles to the Gulf, but selling operational continuity: munitions for Saudi Arabia, and strategic lift readiness for Kuwait. After months of strikes and threats in the Gulf, the concept of deterrence has become less about military display and more about the simple question: can the state keep the aircraft, munitions, and radar operational when the first week of the crisis drags on?

The Real Cost in Training and Selection

If we divide $1.96 billion by 20,000 guidance kits, we get a misleading figure, as the package includes launchers, warheads, motors, spare parts, training, and logistical support. Nevertheless, the deal remains an indicator that Saudi Arabia is looking for a large munitions block. The quantity is important because it means that Riyadh is not thinking of a symbolic offer or a limited experiment, but of a stockpile that can enter emergency plans against recurring threats. However, the large quantity raises another question: who decides to use this munitions, under what rules of engagement, and against what type of targets?

In the drone war, the mistake is not always in a lack of weaponry. Sometimes the mistake is in firing the wrong weapon at the wrong target. Using APKWS against a slow drone may make sense if the platform is in the right place and the sensor sees the target clearly. But it becomes a waste if the response needs a faster ground system or electronic warfare or an intercept close to the protection point. Therefore, perhaps the most important aspect of the package is not the missile itself, but the training, program reviews, and technical support within Saudi Arabia. The presence of 30 American and contractor representatives for an extended period is not an administrative detail; it is an acknowledgment that capability does not mature without long-term accompaniment.

Deferred Defense Independence

Saudi Arabia has been seeking to raise defense localization for years, and Vision 2030 has made this goal part of the official language for every exhibition and deal. However, the APKWS deal reminds us of the limits of this path. The Kingdom can buy tens of thousands of munitions, and may be able to integrate some on different platforms over time, but it still relies on foreign sources for critical design, engineering support, supply chain, and advanced training. This is not a condemnation of Saudi Arabia alone; most Arab armies face the same problem to varying degrees.

Having precision munitions does not mean having precise combat rhythm. The difference between the two is the institution that trains, reviews, and corrects its mistakes before war, not after.

In summary, the deal for 20,000 APKWS-II is beneficial for Saudi Arabia, and perhaps necessary in an environment where the Houthi threat mixes with the shadow of Iran and Washington's calculations. But it is not a declaration of defense independence, nor is it a complete solution for air defense. It is a new layer in a network that needs radars, platforms, electronic warfare, rules of engagement, and maintenance that does not sleep. The old military adage says that the cheap bullet that arrives at the right time is better than the expensive missile that arrives after the target. The Saudi challenge in 2026 is to make this bullet arrive at the right time, without the hand guiding it remaining more American than it is Saudi.
