Chinese Coast Guard spokesperson Jiang Lue stated that on the morning of July 21, for humanitarian reasons, the Chinese side allowed the Philippine side to use a shipborne small boat to transfer the injured from the illegally "grounded" BRP Sierra Madre (Ship 57) to the Philippine Coast Guard vessel 9702.
