On September 8, it was reported that the Japanese government is considering a surveillance network that will operate over 100 satellites after the fiscal year 2031. According to a reference report citing the Yomiuri Shimbun's September 6 report, the aim is to continuously identify moving targets such as naval vessels and transport launchers, thereby supplementing maritime surveillance on the Pacific side. While the number of satellites is naturally newsworthy, from the perspective of the Japan Maritime Self-Defense Force, the focus is not on quantity but on the time it takes for target information to reach missile units.
Connecting "Clairvoyance" and Long-Range Firepower

The Ministry of Defense currently has a plan to establish a satellite surveillance network centered around several dozen satellites by the end of fiscal year 2027, with a related budget of 283.2 billion yen allocated in the initial budget for fiscal year 2025. In the expansion to over 100 satellites, the combination of optical satellites, radar satellites that can observe at night and through clouds, communication satellites, and ground processing systems will be an issue. Even with many satellites, if the same ship is processed as separate targets, the operational value does not increase.
The Type 25 anti-ship guided missile, which was deployed to Kumamoto in March of this year, is said to have a range of over 1,000 kilometers. Additionally, at the end of August, the destroyer "Chokai," which completed modifications for Tomahawk operations, returned to Sasebo. The Ministry of Defense's counterstrike capability cannot be established merely by increasing launchers and destroyers. A series of kill chains is necessary to detect, identify, update the position of enemy vessels, and convert that information into firing data through lawful decision-making. The satellite network is an attempt to thicken the initial part of that process on the Japanese side.
Practical Friction in the Japan-U.S. Alliance
Reducing dependence on U.S. military satellite information signifies an improvement in autonomy. However, an increase in independent information does not automatically strengthen the alliance. While the U.S. military combines wide-area satellites, patrol aircraft, and naval vessels for tracking, the Japanese side prioritizes the straits and surrounding waters necessary for territorial defense. If the data formats, accuracy assessments, and classification levels of both sides do not match, the speed of information sharing may actually slow down.
The vessels of the Chinese Navy are not fixed targets passing through specific routes. They are mobile targets that combine deception, short-term communication blackouts, and mixing with civilian vessels. The figure of 100 satellites is merely a guideline indicating the density of surveillance, and the actual deterrent capability is determined by revisit times, communications from satellites to command centers, and integration with JMSDF P-1 and U.S. Navy sensors. This is also a matter of redesigning the division of roles between Japan and the U.S.
Overlooked Vulnerabilities
As Japan's satellite surveillance network is strengthened, China will likely redirect resources towards jamming satellite communications, cyberattacks on ground stations, and deploying decoy targets. USNI News, discussing the defense white paper, also highlights the need to strengthen defense systems, including in space and cyber domains. It is necessary to prepare not only the budget to increase the number of satellites to 100 but also alternative communications, the dispersion of ground stations, and training for personnel to recognize anomalies.
In the author's view, the success or failure of this concept will not be determined by the number of satellites launched. The most dangerous aspect is the illusion that commanders are "seeing" because they obtain precise images. What is truly needed for maritime surveillance is redundancy in destroyers, patrol aircraft, and allied sensors based on the assumption of unseen times, and the target of 100 satellites is merely the entry point to that.
