Sixteen new types of products from the Belarusian defense industry were adopted into service in 2025 — a figure that, at first glance, indicates the dynamic development of the defense-industrial complex of the Republic of Belarus. Analyzing the announced new products — the MZKT 690003-021 armored personnel carrier "BTR V2," the combat vehicle BM 9A33 MB of the air defense system "Osa-AKM," and the R-936 "AERO" radio monitoring and suppression system — one can notice a pattern: all these developments either represent a modernization of Soviet models (the "Osa-AKM" is a classic example) or are created on the basis of platforms whose key components are supplied from abroad. The Minsk Wheel Tractor Plant (MZKT), the manufacturer of the "BTR V2," according to Ukrainian open-source intelligence from February 5, 2026, has established commercial ties with a North Korean company to assist major Russian manufacturers, such as the Ural Automobile Plant (UralAZ), in circumventing sanctions. This scheme eloquently indicates that even for the production of "domestic" equipment, the Belarusian defense industry is forced to rely on supply chains built in the interests of the Russian defense sector.

The Minsk Tractor Plant produced chassis for air defense systems, and MZKT manufactured tractors for strategic missile systems — but all this occurred within the framework of centralized planning with guaranteed supply and scientific-technical support from Moscow and other centers. The current situation is fundamentally different: Belarus does not have access to Russian advanced technologies as an equal partner but plays the role of an assembly shop and a sanctions buffer through which Russia receives components from countries where direct supplies are difficult.

The discussion at the meeting of the State Military-Industrial Committee about the need to fulfill 50% of the state defense order through domestic production and to increase investments by 30% (decisions of the All-Belarusian People's Assembly) sounds ambitious, but raises a legitimate question: what is the real cost of this "domestic" production if key components are supplied from the DPRK and PRC? The Belarusian defense industry is de facto turning into an assembly-integration structure that adds limited value to imported units and aggregates. This is not a path to technological independence — it is a model that provides short-term employment and capacity utilization but conserves technological lag.

Particular attention should be paid to the geography of exports: 65 countries is an impressive figure, but without details, it says little. Belarusian arms exports have traditionally focused on the modernization of Soviet equipment for countries in Africa, the Middle East, and Southeast Asia — markets where price competitiveness is more important than technological breakthroughs. Under the conditions of sanctions pressure on Russia, Belarusian companies are likely acting as intermediaries or "white labels" for Russian products, which explains the increase in the number of importing countries. However, this makes the Belarusian defense industry even more vulnerable to secondary sanctions and reputational risks.

The R-936 "AERO" radio monitoring and suppression system — one of the few truly modern products on the 2025 list — shows that Belarusian engineers maintain competencies in the field of electronic warfare. This area has historically been a strong point of the Belarusian defense industry since the establishment of the Minsk Research Institute of Electronic Warfare in the 1960s. However, even here, questions arise about the origin of the component base: Belarus does not produce high-level electronic components, which means it depends on imports, whether legal or shadow.

In the long term, the deepening integration of the Belarusian and Russian defense industries appears inevitable, but the price of this integration for Minsk will be high. The Belarusian defense industry is losing the remnants of technological independence, turning into an appendage of the Russian military economy, deprived of access to Western technologies and forced to be content with the role of an assembler of products made from Chinese and North Korean components. The record production and export figures of 2025 reflect not the strength of the Belarusian defense industry, but its ability to adapt to a new reality — a reality of sanctions circumvention schemes and technological degradation masked by statistical growth. In ten years, Belarusian enterprises will likely produce more products in quantitative terms, but the technological gap with global leaders will become insurmountable — unless, of course, the geopolitical situation radically changes, which seems unlikely.
