On the 4th Anniversary of the Conflict, Russia and Ukraine Continue to Clash
【环球时报特约记者 柳玉鹏】俄罗斯与乌克兰冲突爆发4周年之际，双方仍未达成实质性和平协议，两国军队持续打击对方境内目标。据俄《消息报》23日报道，俄国防部当天宣布，俄军摧毁了乌军使用的一些运输、能源和燃料基础设施。此前一天，俄军对乌能源基础设施进行了大规模打击。俄方称此举是对乌军打击俄境内民用基础设施的回应。
乌克兰22日使用无人机袭击了俄鞑靼斯坦共和国境内一处输油站。俄沃罗涅日州和别尔哥罗德州也表示，遭到乌无人机袭击，造成当地停电和供暖中断。乌克兰总统泽连斯基22日表示，乌局势十分困难。不过，他当天在接受英国广播公司采访时强调，乌克兰不会通过在领土问题上让步换取停火。他还呼吁将北约部队部署到更靠近前线的位置。但他承认，没有人愿意站在前线。
法国总统马克龙23日表示，欧盟必须推进对俄罗斯的第20轮制裁，并强调有关新制裁措施的讨论将在“未来几天内”进行。
另据俄新社报道，23日是俄“祖国保卫者日”，俄总统普京在克里姆林宫当天发布的视频讲话中称，俄罗斯将根据国际局势发展，基于特别军事行动中积累的战斗经验和俄工业科技水平，大规模加强陆军和海军力量。
普京表示，发展“三位一体”核力量依然是俄方绝对的优先事项，这不仅是俄罗斯的安全保障，更能够有效保持战略威慑和维护世界力量平衡。普京说，俄将继续提升武装部队所有其他兵种的素质与潜力、战备状态和机动能力以及在最复杂条件下的行动能力，并将进一步加快研发先进装备系统的步伐。
