The participation of Japanese forces in Balikatan 2026 with their own anti-ship missile systems marks a notable deepening of trilateral defense cooperation between the United States, Japan, and the Philippines. This alignment, combined with a recently announced expansion of military cooperation between the United States and Indonesia covering modernization, operations, and training, suggests that the denial defense concept is becoming a genuinely multilateral framework rather than a purely American initiative.

Challenges remain significant. Sustaining distributed forces across the vast distances of the Indo-Pacific requires logistical infrastructure that is still being developed. The $300 million invested in EDCA sites represents a down payment on what will likely be a far more expensive undertaking. And the transition from exercises to sustained operational deployments, particularly of unmanned systems that have not yet been tested at scale in Pacific conditions, carries inherent risk. Nevertheless, the pace of development in April 2026 suggests that the window between strategic aspiration and operational capability is narrowing, and that the First Island Chain is increasingly becoming a layered barrier that any adversary would need to contemplate with considerable caution.
