Analysts: Ukraine's Attack on Iranian Merchant Ship Aims to Exchange for U.S. Support for Ukraine

On the 25th local time, the Iranian Foreign Ministry condemned Ukraine for launching a military attack on Iranian merchant ships in the Caspian Sea, resulting in the death of one sailor and injuries to another. Iranian Foreign Minister Amir-Abdollahian stated on the 26th that Ukraine's attack on Iranian merchant ships is a "blatant violation of the United Nations Charter," and accused it of being "carried out at the behest of Israel," aimed at "dragging Europe into its war."

Analysts believe that Ukraine's actions are intended to prevent Iran from supplying military materials such as drones to Russia, and to curry favor with the United States. This attack indicates an escalation in tensions between Ukraine and Iran, as well as the further mutual influence of the U.S.-Iran conflict and the Russia-Ukraine conflict, but the likelihood of Ukraine and Iran moving towards full confrontation is low.

Analysts suggest that Ukraine's attack on Iranian merchant ships has two main intentions:

First, to disrupt Iran's military support to Russia, as the Caspian Sea is an important route for transporting military supplies between Russia and Iran. For Ukraine, attacking Iranian merchant ships in the Caspian Sea can increase the costs of Iran's support for Russia and force Russian forces to allocate some of their strength to protect the Caspian shipping lanes, thereby weakening Russia's military power on the Russia-Ukraine battlefield.

Second, to assist the United States in pressuring Iran, in exchange for U.S. support for Ukraine in the Russia-Ukraine conflict. The U.S. was originally the main provider of military support to Ukraine, but U.S. President Trump has frequently pressured Ukraine to make concessions to Russia to end the conflict, putting Ukraine in a difficult position. Ukraine has been trying to demonstrate its "value" to win back U.S. favor. The UK has cited domestic Iranian views stating that Ukraine's attack on Iranian merchant ships is intended to send a signal of pressure to Iran, namely that if Iran fails to reach an agreement with the U.S., its northern border, which was originally seen as a strategic rear, will also face security threats.

Additionally, after Ukraine and Israel began drone cooperation this year, Iran warned that all of Ukraine has become a legitimate target for its strikes. Analysts point out that Ukraine's direct attack on Iranian targets has elicited a stronger response from Iran, indicating a clear escalation in confrontation between the two sides. However, analysts believe that the U.S.-Iran conflict and the Russia-Ukraine conflict are unlikely to "merge into one." Ukraine has limited long-range attack capabilities, making it difficult to strike targets within Iran; Iran also understands that Ukraine is not its main enemy, and using valuable long-range weapons to strike Ukraine would be counterproductive. Iran may issue more severe warnings or even symbolic retaliation against Ukraine, but the likelihood of both sides moving towards full confrontation is low.
