China Aviation Industry Corporation's Capacity Surge: Strategic Significance and Geopolitical Impact of Producing 400 Fighter Jets Annually

According to a recent satellite imagery analysis report released by J. Michael Dahm, a senior researcher at the Mitchell Institute for Aerospace Studies, the Aviation Industry Corporation of China (AVIC) is undergoing an unprecedented capacity expansion. This expansion not only marks a new phase in China's military modernization process but may also reshape the global air power balance within the next five years.

Dahm has been continuously tracking China's major military aircraft manufacturing bases using high-resolution imagery provided by the commercial satellite company Planet Labs. Data shows that since 2021, the Chengdu Aircraft Industry Group (CAC) has added approximately 278,700 square meters of manufacturing space to its J-20 stealth fighter production base, which currently has five J-20 production lines operating simultaneously. With the current capacity configuration, CAC can produce up to 100 J-20 fighters annually. An independent assessment by the Royal United Services Institute (RUSI) estimates that by 2025, China's J-20 production could reach 120 aircraft.

In Shenyang, AVIC is constructing a brand new manufacturing facility covering over 370,000 square meters, equipped with a dedicated runway that is 3,660 meters long. This new factory is expected to be used for the production of the J-35 and J-35A fifth-generation stealth fighters—the former being a naval carrier-based variant and the latter an air force model, both seen as China's localized counterpart to the U.S. F-35 fighter. Meanwhile, the military helicopter factory located in Changhe is also undergoing expansion, adding 93,000 square meters of capacity, an increase of 30%.

With the expansion of just these three facilities, AVIC has cumulatively added approximately 743,000 square meters of manufacturing space. Dahm pointed out at the Aerospace Power Association's operational seminar in February 2026: "This total area of 743,000 square meters exceeds the entire F-35 manufacturing complex located in Fort Worth, Texas."

Even more noteworthy is that the existing production lines in Shenyang continue to deliver fourth-generation fighters, including the J-15 carrier-based fighter and the J-16 multirole fighter. Considering all production lines, Dahm predicts: "Starting next year, AVIC will have the capacity to produce 300 to 400 fourth and fifth-generation fighters annually." Even accounting for some capacity potentially allocated for export orders, AVIC can still provide at least 250 new fighters to the People's Liberation Army (PLA) each year.

In comparison, Lockheed Martin's current annual production of the F-35 is 156 aircraft, while the maximum capacity of the F-16 Block 70/72 production line is 48 aircraft per year (with actual deliveries of 16 aircraft in both 2024 and 2025). Boeing's F-15EX production line is being ramped up to a capacity of 24 aircraft per year. In Europe, French Dassault Aviation delivered 26 Rafale fighters in 2025, with a target capacity of 44 aircraft per year.

If China fully utilizes this newly added capacity, from a numerical perspective, the PLA Air Force could become the largest modern fighter force in the world by 2029. This coincides with China's simultaneous expansion of its aircraft carrier fleet and enhancement of carrier-based aviation combat capabilities, forming a systematic plan for a multiplier effect in maritime and aerial power.

Lockheed Martin CEO James Taiclet stated during an investor conference call in January 2025: "I personally do not believe the J-20 is equivalent to the F-35 in terms of performance." He emphasized that as the only Western company producing fifth-generation fighters in volume, Lockheed's annual production of 156 F-35s still leads China's production of 100 to 120 J-20s. "We are still ahead," Taiclet said.

However, when factoring in the J-35 factory under construction in Shenyang and China's existing fourth-generation fighter capacity, the sustainability of this lead needs to be reassessed. As the classic saying from the Soviet military industrial strategy during the Cold War goes: "Quantity itself is a quality."

Dahm's research also reveals China's rapid progress in the development of next-generation fighters. A remote testing base located in Xinjiang—referred to by Dahm as "China's Area 51"—has added 5,570 square meters of hangar space and over 27,800 square meters of supporting facilities in the past year. "China has effectively doubled the size of this remote testing base, which provides us with important clues about their potential directions in experimental evaluation and future aircraft development," Dahm stated.

In the past two years, several new tactical aircraft have been spotted undergoing flight tests in China, including a three-engine tailless aircraft being flight-tested in Chengdu, unofficially referred to as the J-36. Another twin-engine tailless aircraft, which first appeared over Shenyang in 2024, is temporarily named the J-50 or J-XDS, and this aircraft exhibits significant thrust vector control capabilities. On March 17, 2026, this aircraft reappeared in social media videos, evidently exposed with the tacit approval of Beijing authorities.

U.S. Air Force Chief of Staff General Kenneth Wilsbach stated in 2025 that the Pentagon believes these Chinese experimental aircraft are positioned for air superiority missions, functionally similar to the Boeing F-47 sixth-generation fighter being developed by the U.S. Air Force and the Navy's unnamed F/A-XX sixth-generation platform.

Recent satellite imagery shows that approximately 20 hectares (50 acres) of land has been cleared to the north of the existing factory in Chengdu, an area that previously belonged to Sichuan University, which may be used to support the production of sixth-generation fighters or further expand J-20 capacity.

So, how will China utilize this growing air power?

The most obvious answer is to prepare for a military unification of Taiwan, whether through a long-term blockade or cross-strait assault operations. The "2027 Davidson Window," proposed by former Indo-Pacific Command Commander Admiral Philip Davidson, is rapidly approaching—this is the timeline the Pentagon believes Chinese President Xi Jinping expects the PLA to have the capability to attack Taiwan, a date that has been moved up from the original 2035. The current Indo-Pacific Command Commander stated in 2025 that the Chinese military is actively rehearsing such operational scenarios.

It remains unclear how the recent anti-corruption purges among the PLA's senior leadership have affected Beijing's plans or U.S. assessments. However, aside from actions in the Taiwan Strait, Dahm predicts that Beijing may begin to project power globally, similar to how Washington utilizes its large fleet of aircraft and aircraft carriers.

"We will start to see the Chinese Air Force appearing in other parts of the world," Dahm said. "We will be challenged elsewhere, not just in the Taiwan Strait."

This growing challenge comes as Washington's political leadership and the U.S. military currently focus their attention on another strategically significant narrow waterway—the Strait of Hormuz. Air operations initiated by the U.S. and Israel against Iran have entered their third week, with little sign of reconciliation among the three parties. This "Epic Wrath" operation not only demonstrates the advantages of air power in modern conflict but also exposes its limitations.

Meanwhile, across the Pacific, China's aviation industry machinery is operating at an unprecedented pace. As U.S. strategic attention is diverted by Middle Eastern affairs, Beijing is quietly yet firmly reshaping the regional military balance. This quantitative change in capacity will ultimately lead to a qualitative change—not only in the number of equipment but also in the strategic choices available and geopolitical discourse power.

The situation in the Taiwan Strait in 2027, as well as the Indo-Pacific order in the more distant future, will be redefined on the production lines of these factories in Chengdu, Shenyang, and Changhe.
